Summary

Plans, directs, maintains, and integrates administrative responsibilities and provides leadership for all aspects of Admissions, Records, Registration, and their components in collaboration with other Enrollment Services; implements computerized systems to facilitate all aspects of the admissions, records, and registration functions in support of the broader enrollment services goals and programs; cooperates with other administrative personnel in coordinating support services to students. Collaborates with other managers and Deans to enhance services to faculty and other academic record keeping functions.

Distinguishing Career Features

The Director for Enrollment Services is a mid-management position which directs and implements the colleges activities and staff of the Admissions and Records Office. The incumbent provides leadership, plans, organizes, implements, and administers the Enrollment Services department through subordinate managers and supervisors in Admissions and Records. The Director must create a friendly, inclusive and compassionate environment for students and at the same time, resolve complex and difficult enrollment services student, faculty, and staff issues. The Director ensures institutional compliance with the Federal and California Codes and California Community College Chancellors Office mandates and other applicable rules and regulations.

Essential Duties and Responsibilities

Specific duties may vary among departments and jobs. Incumbents typically perform a substantial portion or all of the following kinds of duties:

  • Plans, organizes, and manages and evaluates the work performed in the Admissions and Records Office. Establishes departmental standards and work plans, priorities, assigns and evaluates the work of staff.
  • Coordinates and evaluates levels of services and quality in the Office of Admissions and Records. Oversees activities of the office related to veterans services, graduation, faculty services, evaluations of academic coursework, etc.
  • Provides leadership and works with staff to develop and maintain a high performance, centralized and responsive service to the District, its staff, and campus visitors. Supervises staff within labor contract provisions in a way that contributes to positive employee relations.
  • Establishes standards for staff, monitors, coaches, and evaluates the performance of staff to departmental requirements and personal development targets. Monitors the work of staff and offers coaching for continuous performance improvement and development. Recognizes performance outcomes and takes action to address deficiencies.
  • Plans, organizes, directs and controls the colleges Admissions and Records functions by planning, goal setting, coordinating, evaluating admissions and records, registration, awarding of degrees and certificates, veterans services, faculty services, and other areas assigned within the functions of the Admissions and Records Office.
  • Prepares, submits, and monitors the annual budget for Admissions & Records. Researches, proposes, and monitors approved budgets. Tracks expenditures for services, supplies, personnel, and equipment in accordance with established policies, procedures, and protocols.
  • Consults with Information Technology (IT) and participates in the development and enhancement of enrollment modules and features within the integrated data management systems. Ensures integrity of databases and accuracy of accounts by developing access protocols and overseeing and conducting continuous testing.
  • Directs and participates in the reporting of student information and related data to the appropriate agencies. Investigates, troubleshoots, and resolves data issues to assure data integrity.
  • Resolves complex and difficult admissions and records processing, student account, grade, attendance, enrollment, reinstatement, and other petitions related to admissions and records. Resolves student account and records issues. Confers with students on their financial aid and/or student record files.
  • Generates and analyzes data and reports to streamline processes related to enrollment management. Leads the program review process for assessment and program improvement.
  • Directs and performs complex and responsible registration functions. Builds academic semester structures, including setting dates and legal deadlines. Adjudicates complex registrations and applications. Issues final evaluations on a variety of items such as and not limited to, in-state eligibility, unit overload petitions, prerequisites, dismissal and re-admittance, and registration related petitions.
  • Maintains up-to-date knowledge of the most recent legislation, State reporting requirements, and enterprise data management requirements. Stays up-to-date with all applicable regulations related to enrollment.
  • Oversees the security of student records and procedures for faculty and student access to student records, consistent with FERPA regulations, State law and college policy and procedures.
  • Attends committee meetings as assigned and participate in related conferences and workshops as directed.
  • Performs other related duties as assigned that support the objective of the position.

Qualifications and Physical Demands

Knowledge and Skills:

  • The position requires specialized and in-depth knowledge of regulations, policies, educational codes, and guidelines governing community college admissions and records.
  • Requires in-depth knowledge of regulations governing admissions, residency, enrollment, student fees, maintenance of instructor and student records, international students, veterans affairs, transcript evaluation, certificate of achievement completion, graduation, and attendance accounting.
  • Requires in-depth knowledge of major and course articulation and matriculation concepts.
  • Requires in-depth knowledge of computerized student enrollment, attendance, accounts, and records systems and databases as well as web-based enrollment and student transaction systems.
  • Requires knowledge and understanding of the philosophy and objectives of the community colleges mission.
  • Requires knowledge of and skills in office methods and procedures, sufficient to evaluate and design work and information flow processes.
  • Requires basic knowledge of financial record keeping controls, practices, and procedures.
  • Requires sufficient math skills to perform business math computations.

Education and Experience

Conditions of Employment

This is a permanent, general funded, full-time, 12-months per year management position. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the departments needs. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee. (Salary Schedule: DG-10)

Pay Philosophy:

Comprehensive Medical, Dental and Vision

We know that the health of our employees and their families is a priority. Thats why we offer extensive health care benefits to benefits-eligible employees. We offer the Districts Anthem Blue Cross PPO plan as well as three HMOs, Blue Shield Access Plus, Blue Shield TRIO, and Kaiser Permanente. We also provide District-paid dental and vision insurance.

Benefits are available to regular permanent employees working 20 or more hours per week. Benefits are not available to employees working less than 20 hours per week, temporary, hourly, or other short-term employees.

District-paid Life Insurance

The District provides Life and Accidental Death & Dismemberment insurance benefits, underwritten by VOYA. This district-paid benefit is equal to one time your annual salary and remains in effect until age 70. At age 70, your benefit is reduced to half.

District-paid Disability Benefits

Coast Community College District provides both a short-term disability benefit and long-term disability benefit to employees working 20 or more hours per week who are unable to work because of disability due to illness, injury, or maternity.

Sabbatical Leaves

Faculty members are encouraged to pursue professional growth leading to the development of increased competence and the improvement of instruction and/or redirection in their current teaching discipline. The Districts sabbatical leave program is designed to assist in this pursuit and is available on a semester basis after completing six consecutive years of service.

Academic Senate

The Academic Senate is the governing body at each of our colleges for making recommendations to administration and to our Board of Trustees with respect to academic and professional matters. The Senate consists of elected faculty and has the responsibility for matters related to curriculum and general academic policy.

Time to Refuel

Vacation - Classified employees earn vacation days commensurate with years of service. Confidential, Educational Administrators, and Classified Managers earn 22 days of vacation each fiscal year. Accrued vacation is prorated for all employee categories working less than full-time.

Sick Leave - All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your CalPERS or CalSTRS retirement pension benefit.

Holidays - The Coast Community College District observes 22 paid holidays per year.

Jury Duty, Bereavement, Military Leave - Coast Community College District grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations

Pension Plans - The Coast Community College District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in the Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.

Medical Benefits After Retirement - It is the policy of the Coast Community College District that contract employees, who retire from the District at age 60 or older and with fifteen or more years of service, be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement plan is available to retirees and their spouses after age 70.

Annuities - The Coast Community College District maintains a program whereby qualified employees may request through Payroll to have a portion of their salary deposited to a 403b tax-sheltered annuity plan or an approved 457 deferred compensation plan.

Schools First Federal Credit Union - The Schools First Federal Credit Union is a federally insured, full service, financial cooperative that is a not-for-profit organization. Earnings are used to benefit all members to provide a full range of financial services and offerings.
