Job Description:

The Director of Talent Management & Community Partnerships will lead the district's efforts to attract, recruit, and retain exceptional staff, with a strong focus on talent development and increasing the diversity of the Bloomfield Public School staff. This role will oversee recruitment strategies, employee retention initiatives, and employee engagement efforts, while building and maintaining relationships with universities and community organizations.

Essential Functions:

  • Develop and implement strategic recruitment and retention plans to attract highly qualified staff across all school levels and departments.
  • Lead district-wide efforts to source and recruit diverse candidates by cultivating relationships with universities, colleges, and professional organizations.
  • Oversee the onboarding process to ensure a smooth transition for new employees into the district.
  • Develop and execute employee engagement strategies to improve staff morale, satisfaction, and performance.
  • Manage district-wide employee recognition programs that highlight achievements and contributions.
  • Build and nurture strong partnerships with local universities, colleges, and educational organizations to ensure a pipeline of diverse and qualified candidates.
  • Collaborate with community groups, businesses, and other stakeholders to strengthen district programs, support staff development, and enhance student outcomes.
  • Collaborate with other departments within the District on initiatives in local and regional communities to promote the district's mission, values, and career opportunities.
  • Serve as a liaison between administration and staff regarding labor relations, ensuring compliance with labor contracts, district policies, legal regulations and state certification requirements.
  • Advise on employee disciplinary actions, grievances, and conflict resolution processes, ensuring fairness and consistency.
  • Administers collective bargaining agreements and recommends terms and conditions of employment for administrators and other non-union employees.
  • Oversee the day-to-day operations of the HR department, including employee records, benefits administration, and compliance with federal and state regulations.
  • Supervise Human Resource staff in all administrative and support duties including the maintenance of employee records, licenses and reporting responsibilities.
  • Provide professional development and training to improve performance, increase efficiency and maintain compliance
  • Ensure compliance with state certification requirements for all instructional and non-instructional staff.
  • Manage the transition required to move the district to more efficient operations including a fully online HR platform and online Benefits portal.
  • Stay up-to-date on changes in state regulations related to teacher certification and licensure, and provide guidance to employees regarding certification processes.
  • Serve as a key member of the Superintendent's Cabinet contributing to high-level decision-making, long-term strategic planning and our goals of operational efficiency.
  • Regularly report on the effectiveness of talent management and community partnership initiatives to the Superintendent.
  • Performs related duties and projects as assigned by the Superintendent.

Qualifications/Certificates:

  • Masters degree in Human Resources, Education Administration, Business Administration, or a related field (preferred).
  • Minimum of 7 years of progressive leadership experience in talent management, human resources, or education administration, with a focus on recruitment, retention, and employee engagement.
  • Experience working with state certification regulations and understanding of the certification process for educators and staff.
  • Experience working in or with public education systems is preferred.
  • Experience with online HR platforms.
  • Strong knowledge of HR best practices, labor relations, and employee engagement strategies.
  • Proven ability to build relationships with universities, community organizations, and other key stakeholders.
  • Exceptional communication, organizational, and interpersonal skills.
  • Experience managing and mentoring a diverse team of professionals.
  • Ability to analyze and interpret data to make informed decisions and improve district-wide initiatives.
  • Strong problem-solving skills and the ability to handle complex personnel issues.
  • Strong commitment to diversity, equity, and inclusion in all aspects of talent management.

Salary Range: $135,500-$169,500
