Job Description:

Position Title: Director of Student Support Services

Reports to: Superintendent

Department/School: District

Bargaining unit: BAA

Work year: Per BAA Contract

Position Summary:

The Director of Support Services supervises and ensures the Federal/ SDE legal compliance obligations of IDEA/ADA district and out of district education programs for exceptional students who require specialized academic programming and related and nursing service provision to support physical, cognitive, social or emotional needs.

Essential Duties and Responsibilities:

This section is intended to describe the general nature and level of work being performed by the incumbent. This is not an exhaustive list of all duties and responsibilities that may be assigned. Bloomfield Public Schools reserves the right to amend and change responsibilities to meet educational and organizational goals.

Provision of leadership in the utilization of Special Education and Student Support Services in the development of schools as educational communities.

Supervises all SDE data reporting and compliance requirements for IDEA/ADA obligations.

Responds to all State Complaints and Due Process filings.

Supervises and manages all accounts payables and receivables that are associated with I DEA/ADA and department services.

Supervision and maintenance of IDEA and Excess Cost Grants.

Supervision and maintenance of Medicaid system and Cost Report.

District Keeper of Record for all student service and health records, providing district guidance on the maintenance of FERPA rights relative to confidential student records

Supervision of all out of district special education programming and education contracts.

Identification and articulation of the vision/mission and goals and objectives of the office of Student Support Services.

Coordinates the provision of related services to the schools such as health, social work, psychological, guidance and language, speech and hearing.

Supports and assures coordination between and availability of SRBI, diagnostic services and special education instruction.

Shares responsibilities with building principals through the personnel process in recruiting, selecting, supervising and observing teachers of exceptional children and support staff.

Advises and assists building principals in provision and legal compliance for IDEA, ADA, McKinney Vento, DPH and expulsion requirements.

Participates in the development of district wide PD and in-service programs aligned with district priorities and SDE mandates.

Develop Extended Year Programming.

Participate in the preparation for the provision of accommodations on all District and Statewide Assessments.

Coordinates, supervises and evaluates all special programs (OA/OPP, Birth-3, Life Skills META/LES, DREAM, STEPS to Success, Believe.)

Projects enrollments, space and staff needs for Student Support Services district wide.

Provides transportation needs for Special Need students in, out-of-district and homeless students.

Interprets the functions and finances of Student Support Services to the BOE, community and stakeholders.

Assists in the preparation of the budget for Student Support Services and administers this budget.

Maintains a close relationship with private and public agencies serving children and families, such as health, welfare, social, and court and police agencies.

Maintains liaison and communication with the CT Bureau of Special Education.

Keeps abreast of developments in the field of Student Support Services by attending professional meetings, regional and state workshops and maintaining liaison with other school districts.

Monitors the placement of all DCF placed students

Supervises and coordinates all district health policies and services including collaboration with local DPH/WHBHD, District Medical Advisor and district nurses.

Effective collaboration with all district departments and schools to ensure compliance, student outcomes, staff development and operational efficiency

Experience overseeing a comprehensive department improvement plan

Supervisory Responsibilities:

Office staff under his/her direct supervision as well as observes and shares evaluation responsibilities with school principals for all Student Support Services personnel.
