Role Overview:

The Director of Budgeting is responsible for the IEDC's fiscal planning and budget operations, managing a wide range of complex and high impact financial functions. This role is accountable for leading the development and justification of the agency's budget request, as well as conducting thorough analysis, oversight, and control of all appropriated funds to ensure sound fiscal stewardship across the organization.

Salary:

The salary range for this position is $80,011 - $93,000, commensurate with education and work experience.

A Day in the Life:

Financial Strategy & Reporting:

  • Advise the Chief Administrative Officer and the Vice President of Finance & Budget on the status of all matters relating to Corporation and Foundation budgets.

  • Partner with IEDC leadership team including Global Investment, Innovation and Entrepreneurship, External Engagement, Human Resources, and Defense to help align budget and IEDC strategic objectives.

  • Advise financial leader on the fiscal impact of all agency programs, policies, and actions.

  • Design, monitor and evaluate financial performance metrics.

  • Lead discussions on large, complex budgets involving multiple teams and programs.

Financial Operations:

  • Prepare, justify, and review the agency budget request and allotment.

  • Analyze and determine the fiscal requirements of agency subdivisions and program areas.

  • Follow federal and state laws, policies, and procedures related to fiscal management and accounting.

  • Oversee all agency budgeting activities and ensure the accuracy of all budget‑related work.

Compliance, Audit & Risk Management:

  • Review and audit compliance with grant agreements in consultation with agency stakeholders.

  • Support the Chief Administrative Officer 's efforts regarding compliance and reporting expectations of the Audit Committee of the IEDC Board of Directors.

  • Conduct periodic agency budget reviews, including reforecasting and ongoing accuracy tracking.

Leadership & Collaboration:

  • Develop, lead, and mentor a high-performing team.

  • Collaborate with internal agency staff, other state agencies, and the General Assembly to implement policies and secure approval for budget requests.

  • Coordinate with members of the Executive and Leadership Teams on financially related interactions with the Office of Management and Budget, State Budget Agency, and other agencies.

What Youll Need for Success:

Education:

  • Bachelor's Degree in Business Administration with an emphasis in Accounting or Finance required.

Experience:

  • 7 - 10 years related professional work experience in finance.

  • Demonstrated experience in preparing, justifying and reviewing complex budgets for multiple teams and programs.

  • Experience with PeopleSoft or similar ERP Financial Systems.

  • Experience managing all budgeting activities of an organization.

Knowledge of:

  • Budgeting and forecasting for multiple teams and funding sources.

  • State Accounting Manual & Generally Accepted Accounting Principles.

  • Skills Enhancement Fund (SEF) agreements and their impact on budgeting, accounting, audit and compliance.

Ability to:

  • Analyze and solve complex accounting/budget issues.

  • Accurately analyze data and apply GAAP, using sound judgment to apply established laws, regulations, and guidelines.

  • Make informed decisions within established objectives and boundaries, elevating non‑routine or policy‑impacting issues for discussion.

  • Exercise extensive judgment to direct and guide discussion regarding large, complex budgets across multiple teams and programs.

  • Process highly detailed documents and solve complex problems.

  • Align and support program managers through strong communication and explanation of business strategy, navigating differing opinions and resolving areas of controversy.

  • Effectively communicate both orally and in writing, in a collaborative fashion.

  • Establish effective working relationships across departments and with external stakeholders.

  • Use strong organizational skills to keep work well structured and prepared.

  • Perform other duties as assigned.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
