Primary Purpose

The Director of Adult Basic Skills ( ABS ) provides leadership and administrative oversight for the ABS and English Language Learner ( ELL ) programs, including the High School Equivalency Program ( HEP ). The Director leads a team of instructors and staff in achieving program objectives, meeting state and federal performance-based funding targets, and ensuring compliance with WIOA Title II grant requirements. The Director works to align and integrate ABS programming with college systems and departments, builds partnerships with external workforce and community organizations, and fosters an environment that supports student success and progression toward educational and career goals.

Essential Duties and Responsibilities

Program Leadership

  • Lead and supervise the ABS team, including all instructors and staff. Responsibilities include team development, vision and goal setting, staff meetings and retreats, and hiring, evaluation, and training.

  • Attend Higher Education Coordinating Commission ( HECC ) trainings and coordination meetings; ensure compliance with Workforce Innovation and Opportunity Act ( WIOA ) Title II grant requirements.

  • Lead ABS instructors and staff in achieving program objectives, implementing Oregon Adult College and Career Readiness Standards ( OACCRS ), and meeting or exceeding accountability targets.

  • Provide programmatic oversight of the High School Equivalency Program ( HEP ), including federal grant compliance and performance; supervise the HEP Director and coordinate with HEP staff.

  • Gather, input, and review data for program improvement; submit quarterly data and budget reports to the HECC ABS team.

  • Oversee and direct assessment of the ABS program, using results to inform continuous improvement and strategic decision-making to meet the College's accreditation standards.

  • Establish and maintain a regular instructor evaluation process for ABS instructors, ensuring consistency, equity, and alignment with college standards.

  • Collaborate with the Career Pathways program to facilitate and develop Bridge and Integrated Education and Training ( IET ) courses.

  • Align and integrate ABS programming with college systems, processes, and pathways to support student transitions and institutional coherence.

  • Connect and establish partnerships with external organizations including WorkSource, COIC , local school districts, and other community and workforce development partners.

  • Maintain safeguards around confidential and/or sensitive files, documents, and assessments.

Student Success and Retention

  • Provide oversight of orientations for ABS and English Language Learner ( ELL ) students, including testing, placement, and enrollment processes.

  • Guide students in navigating ABS / ELL registration, scholarship forms, and available resources, as needed.

  • Monitor student progress and retention through attendance records, assessments, and credential completion data.

  • Coordinate participation with College programs and departments to support student success.

Additional Responsibilities

  • Perform other essential functions as assigned that support the overall objectives of the position.

This position may be eligible to work remotely at the discretion of the supervisor. No position is 100% remote. Remote Work Agreement required. Remote Work Agreements are a privilege, not an expectation of employment.

  • Ability to develop knowledge of COCC degree requirements and of Title II program expectations.

  • Ability to learn CASAS test proctoring and TOPSpro database entry and reports.

  • Ability to develop strong working relationships with people from different cultural, ethnic, and socio-economic backgrounds.

  • Skills in listening, interpersonal, and culturally respectful communication (oral and written) skills.

  • Computer skills in writing reports, preparing curriculum, maintaining databases, and designing presentations.

  • Ability to work independently and to use good judgment with respect to priorities and deadlines.

  • Ability to work with software programs and database systems, which include the Microsoft. Office Suite, email, basic desktop publishing, and modern office equipment.

Ergonomic Requirements

Ergonomic Requirements:

Regular office hours are established between 8 am – 5 pm during the workweek. A flexible work schedule, including nights and weekends, may be necessary due to the nature of the responsibilities. Rotating and flexible schedule to conduct orientations, make presentations, and meet individually with students during morning, afternoon, and evening class times. Candidate must have reliable transportation to orientation sites, college campuses, and community partner facilities.

Incumbent must be able to function effectively indoors in an office environment engaged in work of primarily a sedentary nature. Requires the ability to work at a workstation for extended periods. Requires to write, read written materials and computer screens, and ability to use telephonic conversations. Occasional lifting up to 25lbs. All individuals are required to perform essential functions with or without reasonable accommodation.

Remote work eligible employees agree to have a safe and suitable workspace prior to beginning remote work. This includes a space free of obvious safety hazards (to include but are not limited to tripping hazards, air quality/ventilation, smoke detector, safe exit paths or electrical hazards), as well as a space that has been self-reviewed for office ergonomics. The remote work employee is responsible for maintaining the space in a safe condition.

Minimum Requirements

Minimum Requirements:

  • Master's degree in education or a related field.

  • Three (3) years of experience in an instructional setting.

  • One-year supervisory experience.

Equivalency Statement

The College recognizes the value of skills and knowledge gained outside of formal higher education and paid employment. Applicants who do not meet minimum qualifications may be considered, but employment would be contingent on an exemption being requested and approved by the State ABS Director in writing. In this case, the College would be required to avow that the candidate is able to fulfill the duties and responsibilities of a Director, and the candidate would be required to have at least 10 years of direct ABS program experience.
