Position Overview
We are seeking an experienced Project Manager to lead complex, cross-functional program implementation initiatives from planning through launch and stabilization. This role focuses on operational execution, stakeholder coordination, governance, and organizational readiness, ensuring strategic initiatives are delivered on time while aligning policy, business, and operational objectives.

Key Responsibilities

  • Lead cross-functional implementation initiatives from planning through launch and post-implementation stabilization.
  • Develop and maintain comprehensive project plans, including scope, milestones, timelines, deliverables, dependencies, and ownership.
  • Facilitate project workgroups, governance meetings, and executive steering committees by preparing agendas, materials, and documenting key decisions.
  • Build subject matter expertise in program policies, operational processes, and compliance requirements to translate business objectives into actionable project plans.
  • Create and maintain project governance artifacts, including RACI matrices, RAID logs, action trackers, decision logs, and status reports.
  • Identify project risks, issues, assumptions, and dependencies; develop mitigation strategies and drive timely resolution.
  • Coordinate activities across business units, executive leadership, external partners, and other stakeholders to ensure alignment and accountability.
  • Organize stakeholder communications, meeting materials, and follow-up activities to ensure commitments and action items are completed.
  • Support organizational change management efforts, including stakeholder engagement, communication planning, training readiness, and implementation planning.
  • Ensure project documentation is complete, accurate, and maintains a clear record of decisions, approvals, and business impacts.
  • Monitor project progress, provide executive-level status reporting, and proactively escalate issues requiring leadership attention.
  • Mentor junior project managers and contribute to improving project governance, processes, and delivery standards.
  • Drive multiple concurrent initiatives independently while maintaining focus on quality, timelines, and organizational priorities.

Required Qualifications

  • 7+ years of experience leading large, multi-workstream initiatives with executive visibility and external stakeholders.
  • Demonstrated ability to lead cross-functional teams, facilitate productive meetings, and drive decisions to successful completion.
  • Experience using project management tools and governance methodologies, including work plans, RAID logs, RACI matrices, change control, and decision/action tracking.
  • Strong ability to work independently, manage ambiguity, and maintain momentum across multiple competing priorities.
  • Excellent written and verbal communication skills, including executive-level status reporting and stakeholder-facing documentation.

Preferred Qualifications

  • Experience supporting Medicaid, managed care, healthcare, or health and human services programs.
  • Experience with federal-state program implementations, including Section 1115 demonstrations or waivers.
  • Familiarity with government operations, procurement processes, vendor coordination, and regulatory or compliance initiatives.
  • Project Management Professional (PMP) or equivalent project management certification.
