Design-Build Project Manager – Heavy Civil / Transportation
Location: Virginia Beach, VA (Relocation Provided)
We are seeking an experienced Design-Build Project Manager (DBPM) to lead complex transportation and heavy civil infrastructure projects under alternative delivery methods. This role is responsible for integrating design and construction processes, managing budgets, schedules, quality, and risk, and ensuring alignment among internal teams, designers, subcontractors, and clients. The DBPM is a key driver of project strategy and execution, from procurement through final acceptance.
What You’ll Do
Preconstruction & Procurement
Lead or support proposal development, including scope review, scheduling, cost development, and risk assessment.
Coordinate with designers and estimators to develop competitive technical and price proposals.
Manage design-builder teaming arrangements, including contracts and partner coordination.
Design Management
Direct and manage internal or external design teams, ensuring timely and high-quality submittals.
Facilitate constructability reviews and design coordination workshops.
Manage design changes, RFIs, ATCs, VE proposals, and owner-directed revisions.
Construction Execution
Provide leadership for construction phasing and execution in alignment with approved designs.
Collaborate with superintendents, field engineers, and subcontractors to deliver work safely, on time, and on budget.
Resolve field issues related to design intent, unforeseen conditions, or changed requirements.
Project Controls & Stakeholder Engagement
Develop and maintain budgets, cash flow forecasts, schedules, and risk registers.
Track and report project performance metrics and implement mitigation strategies.
Serve as primary point of contact with clients, design partners, and major subcontractors.
Lead progress meetings, design coordination calls, and partnering sessions.
Compliance & Documentation
Ensure all activities comply with contract requirements, permits, and applicable codes.
Maintain project documentation, change orders, and quality/safety records.
Coordinate with legal and risk teams as needed.
What We’re Looking For
10+ years of experience in alternative delivery infrastructure projects with progressively increased responsibility.
Experience delivering large-scale infrastructure projects (>$100M) with complex challenges.
Strong relationship-building skills with clients, vendors, subcontractors, and partners.
Willingness to travel for projects.
Alternative delivery experience: DB, CMGC, Progressive DB, P3.
Knowledge of design development, construction means and methods, and construction estimating (HCSS).
On-site and field experience in civil projects.
Experience with scheduling software (Microsoft Project, P6).
Preferred
DBIA Certification.
Professional Engineer (P.E.) registration in at least one state, with ability to obtain registration in others.
