What You Will Do

The Construction Project Execution Division, utilizing The Project Management Offices (PMOs) to provide consistent service and project execution to Weapons (WFO). The PMOs are structured and staffed appropriately to support projects while considering their complexities, unique SOW, and various funding streams within the applicable WFO portfolio of projects. They are aligned and dedicated to their assigned Facility Operations Directorates (FODs) and Associate Laboratory Directorates (ALDs). This provides for a consistent partnering interface to strengthen working relationships, and share lessons learned. In this way, they can ensure that project development, planning and execution are uniform and consistent, thereby ensuring excellent project delivery throughout the Lab.

The Deputy WFO PMO serves as the senior operational leader supporting the WFO PMO Manager and is responsible for helping lead a team of deployed project managers delivering construction and capital improvement projects across the WFO portfolio. The Deputy WFO PMO partners closely with Facility Operations Directors, Program Directors, ALDICP leadership, and project stakeholders to ensure successful project delivery while maintaining alignment with Laboratory priorities, mission objectives, safety requirements, and customer expectations.

The successful candidate will provide leadership and direction to project management personnel, assist in organizational planning and resource management, oversee project execution activities, and serve as the acting PMO Manager during absences or delegated assignments.

This position reports administratively to the WFO PMO Manager within the Project Management Office

Job Duties Include:
  • Understands and implements Integrated Safety Management (ISM) line management responsibilities including integrating safety into every task, pausing/stopping work when necessary, modeling exemplary behaviors, fostering open communication, engaging workers in the field, rewarding positive behaviors, and addressing deficiencies through accountability.
  • Assists the WFO PMO Manager in leading and overseeing a team of project managers responsible for successful delivery of the WFO project portfolio.
  • Provides guidance and interpretation of Laboratory policies, project management practices, DOE requirements, and organizational procedures.
  • Supports development and implementation of project management policies, procedures, and best practices to ensure consistency and excellence in project execution.
  • Monitors project performance, schedules, budgets, risks, and execution strategies to ensure projects remain aligned with scope, cost, and schedule objectives.
  • Reviews project execution plans, project controls documentation, risk management strategies, and other critical project deliverables.
  • Assists in establishing staffing plans, workforce development initiatives, succession planning, and resource allocations for the WFO PMO organization.
  • Directs activities of assigned staff and provides for appropriate delegation of authority, responsibility, and accountability.
  • Supports personnel management activities including hiring, onboarding, performance management, mentoring, coaching, career development, and employee recognition.
  • Serves as a primary interface with WFO customers, Facility Operations leadership, project sponsors, engineering organizations, and construction organizations.
  • Ensures interdepartmental issues are resolved promptly and that integrated project execution approaches are implemented across assigned projects.
  • Supports preparation and presentation of project status information, strategic planning activities, forecasts, and portfolio-level reporting.
  • Assists in development and implementation of continuous improvement initiatives and promotes project management excellence across the organization.
  • Supports business development, customer engagement, and organizational growth initiatives within the WFO mission space.
  • Acts on behalf of the WFO PMO Manager as delegated and serves as the designated deputy for organizational leadership responsibilities.

What You Need
Minimum Job Requirements:
  • Demonstrated experience implementing Integrated Safety Management principles and leading organizations in a safe and compliant manner.
  • Advanced knowledge of project management, construction management, engineering, procurement, project controls, and related project delivery disciplines.
  • Demonstrated experience leading multidisciplinary project teams and managing complex project portfolios.
  • Experience planning, organizing, directing, and monitoring multiple projects to successful completion.
  • Strong understanding of DOE project management requirements, Laboratory procedures, and construction project execution principles.
  • Demonstrated leadership experience supervising, mentoring, and developing project management personnel.
  • Proven ability to establish and maintain strong customer relationships with internal and external stakeholders.
  • Advanced communication skills with the ability to brief senior management, customers, and regulatory organizations.
  • Strong understanding of financial planning, budgeting, forecasting, and performance management concepts.
  • Experience supporting organizational strategy development and implementation.
  • Demonstrated commitment to continuous improvement, employee development, and Laboratory leadership principles.
Education/Experience:
  • Position requires a Bachelor's Degree from an accredited institution and 8 years of related experience, or an equivalent combination of education and experience directly related to the occupation. Advanced project management, engineering, construction, or leadership experience is highly desirable.
Desired Skills:
  • Experience supporting Weapons Facilities Operations programs and infrastructure.
  • Experience working with DOE, NNSA, or other federal agencies.
  • Experience managing large and complex capital construction projects.
  • Professional certification such as Project Management Professional (PMP), Construction Management Professional (CMP), Professional Engineer (PE), or related field.
  • Experience implementing project management process improvements within LANL.
  • Previous experience serving in a deputy management role.
  • Active Q Clearance.
Location: This position will be physically located in Los Alamos, NM USA.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test:
The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
