Job Details:

Cubic are recruiting for a Deputy Programme and Security Manager (DPM) for the ILT-A Programme to support the Senior Programme Leadership during a period of rapid growth and change. The position will have a high degree of autonomy as well as number of singular key roles. Working with both Programme and Project Managers and the Regional General Manager to ensure the continued successful delivery and lead on security requirements of the existing business portfolio across Cubic UK (CDUK). Reporting to the ILT-A Programme Manager.

The post holder receives objective-based assignments aligned to business and regulatory outcomes and determines the resources, structures, and operational processes required to meet agreed schedules, targets, and commercial goals.

The role will be primarily office-based for planning, governance, and assurance although some field based delivery and operational oversight may occasionally be required both in UK and overseas involving irregular hours in support of live deliveries. The DPM role will have a number of key aspects including:

  • Security Management.
  • Design and Build.
  • Project Management including Primavera P6 scheduling.

Role Summary

The Deputy Programme Manager will support the successful delivery of multiple parallel design and build as well as service delivery projects within a complex technical service delivery programme. The role requires strong project, scheduling and stakeholder management skills to ensure timely and cost-effective solutions to maintain operational capability and compliance with industry standards. In addition, the post holder will fill the Cyber / Information Security Officer role, with involvement in all areas of Governance, Risk and Compliance, for the CDUK programmes alongside Cubic's wider security team.

Key Responsibilities:

  • Assist the Programme Manager in the planning, scheduling, execution, and delivery of projects within the design and build domain.
  • Support the implementation, monitoring and continuous improvement of security controls across the CDUK's IT infrastructure and business systems. Managing risk registers.
  • Assist in the identification of risks including security and implement mitigation plans whilst ensuring operational, strategic and business needs are met.
  • Implementation and enhancement of the security strategy and champion a culture of cyber security awareness and best practice across CDUK.
  • Coordinate multiple parallel projects, ensuring alignment with programme objectives, budget constraints, and timelines whilst remaining compliant with relevant industry regulations, quality standards, and best practices
  • Engage with cross-functional teams, including engineering, supply chain, procurement, and manufacturing, to develop strategies.
  • Support stakeholder communication and engagement, providing regular updates on project progress, risks, and opportunities.
  • Manage project resources effectively, including financial budgets and personnel allocation.
  • Develop and track key performance indicators (KPIs) to measure project success and continuous improvement.
  • Contributing to the continued upkeep of security certifications in alignment with frameworks such as Cyber Essentials and Cyber Assessment Framework (CAF).
  • Working with third party providers on security audits and reviews and support reviews and continual improvement of cyber security policies.
  • Assisting with security initiatives and implementations.
  • Maintaining a contemporary knowledge of current threats and cyber trends.

Essential Requirements:

  • Proven experience and understanding of programme or project management within an engineering, manufacturing, or defence environment.
  • Experience as an information security analyst (IT audit, governance, risk and compliance) within the public or private sector would be ideal.
  • Excellent stakeholder management skills, with experience engaging internal and external partners.
  • Strong problem-solving and risk management capabilities. Experience of managing risk registers.
  • An understanding of cyber and information security best practice frameworks, standards and certifications such as NIST, ISO27001, SbD, (ideally PSN, Cyber Essentials and CAF).
  • Proficiency in project management methodologies and tools including scheduling (e.g., Agile, PRINCE2, PMP, MS Project, P6).
  • Experience providing security advice over a variety of projects.
  • Strong Governance Risk and Compliance (GRC) knowledge, understanding and skillset
  • Experience with budgeting, financial reporting, and resource planning.

Desirable Requirements:

  • Typically, 8+ years relevant experience.
  • Ability to manage multiple design and build projects simultaneously.
  • Degree in Engineering, Project Management, or a related discipline.
  • Experience within defence, aerospace, or highly regulated industries.
  • Familiarity with regulatory and compliance requirements.
  • Membership of a relevant professional body (e.g., APM, PMI, INCOSE).
  • A background in IT, be it: infrastructure, networks, software or cyber security.
