Job Summary:


The Deputy Parks Superintendent assists in the administration, operation, maintenance, and development of the City's parks, recreation programs, athletic facilities, and special projects. This position provides leadership and oversight for sports programming, park operations, facility maintenance, project coordination, staff supervision, budgeting, and community partnerships while ensuring high-quality services and safe, well-maintained public spaces for the community. Work is performed under the direction of the Parks Superintendent, and supervises full-time, part-time, and seasonal staff assigned to the Sports Park.

Salary:

$58,000 - $70,000 annually, depending upon qualifications and experience

Schedule:

  • Minimum 40-hour work week
  • Weekly work schedule will typically be determined in advance and in collaboration with the Parks Superintendent, and may be adjusted to meet operational needs.
  • Attendance at special events, statutory holidays, and emergency response situations will occasionally be required.
  • High degree of flexibility is required to support facility and department operations, community events and recreational services delivered at various times. throughout the week that can include daytime, afternoon, evening, weekend, holiday, and special event hours.

Essential Functions:

Administration and Operations

  • Plan, organize, implement, market, and oversee adult and youth sports programs, leagues, tournaments, and recreational activities
  • Serve as the primary liaison between the City and youth sports user groups, community organizations, and City partners
  • Oversee the daily operations and work activities of employees assigned to the Sports Park, ensuring staff are appropriately assigned, trained, and supervised to provide safe, efficient, and high-quality recreational services and facility operations
  • Administer and oversee user group agreements, permits, and related documentation to ensure compliance with City policies, operational requirements, and facility use standards
  • Conduct coaches' meetings, user group meetings, and other program-related meetings as necessary to foster strong partnerships, communicate expectations, address concerns, and support the successful delivery of recreational programs and services
  • Evaluate program effectiveness and develop recommendations for improvements and enhancements
  • Develop new recreational opportunities and enhance existing sports programming
  • Responsible for scheduling and services with umpire and officiating organizations
  • Create and distribute marketing materials, program information, and promotional content
  • Maintain program records, participation statistics, revenues, expenditures, and inventories of recreational equipment and supplies
  • Assist in the daily administration and operation of the Parks Department office
  • Monitor and respond to emails, phone calls, citizen inquiries, concerns, and complaints in a professional and timely manner
  • Maintain departmental records, staff timesheets, purchase coding, inventories, and operational documentation
  • Attend and participate in meetings, representing the department in a professional manner
  • Support departmental goals, strategic initiatives, and organizational objectives

Staff Supervision and Leadership

  • Schedule, supervise, train, mentor, and evaluate full-time, part-time, and seasonal staff
  • Coordinate staff assignments, schedules, and time-off requests to maintain operational efficiency
  • Assist with recruiting, interviewing, hiring, onboarding, disciplining, and terminating staff as necessary
  • Provide leadership and guidance to staff, including recreation and sports personnel
  • Foster a positive, productive, and team-oriented work environment
  • Adjust staffing assignments and provide operational coverage during staff absences or emergencies
  • Promote and enforce safe work practices and procedures for staff, contractors, and program participants

Project and Contract Management

  • Assist with the development of bid documents, specifications, and project scopes
  • Coordinate project meetings, contractor communications, and responses to vendor inquiries
  • Monitor project progress, review pay applications, manage change orders, and assist with project closeout procedures
  • Conduct inspections, develop punch lists, and ensure projects are completed according to specifications
  • Obtain quotes and coordinate with vendors, contractors, and subcontractors for repairs, maintenance, and services

Budget and Resource Management

  • Assist in the preparation and management of departmental, program, and project budgets
  • Monitor expenditures and recommend funding solutions for operational or project-related needs
  • Ensure responsible and efficient use of personnel, equipment, supplies, and financial resources
  • Order and manage supplies for parks, facilities, restrooms, athletic fields, and events

Park and Facility Maintenance Oversight

  • Assist in overseeing the maintenance, repair, and operation of park facilities, athletic complexes, and recreational infrastructure, including playgrounds, restrooms, trails, ponds, lighting systems, fencing, bridges, parking lots, signage, spray pads, and related amenities
  • Conduct routine inspections to ensure parks and facilities are safe, clean, stocked, and operational
  • Coordinate restroom maintenance, cleaning services, and seasonal facility operations with contractors and staff
  • Assist with troubleshooting, repairs, vandalism response, graffiti removal, and maintenance coordination
  • Coordinate with Parks Technicians to prepare and maintain athletic fields, park grounds, and facilities necessary for successful programming

Community Relations and Special Events

  • Develop and maintain positive working relationships with community groups, contractors, user groups, City departments, and the public
  • Assist with event setup, teardown, custodial support, and operational needs during City programs and special events
  • Support special events, emergency response operations, and departmental initiatives as assigned

Additional Responsibilities

  • Perform other duties as assigned by the Parks Superintendent to support the mission and objectives of the Recreation and Culture Department, and in a manner consistent with the City of Owasso's vision and strategic goals

Minimum Qualifications, Education and/or Experience:

  • Minimum of three (3) to five (5) year experience as a parks and recreation leader or related experience in a public or private recreation program involving the planning, scheduling, implementation and supervision of recreation programs for community
  • High School Graduate or GED equivalent; Associate or Bachelor Degree preferred
  • Knowledge of parks and recreation operations, sports programming, park maintenance practices, and facility management
  • Ability to supervise staff, manage projects, and coordinate multiple priorities simultaneously
  • Strong organizational, communication, customer service, and leadership skills
  • Ability to establish and maintain effective working relationships with staff, contractors, community organizations, and the public
  • Previous experience that demonstrates passion and a heart for service
  • Working knowledge of budgeting, purchasing, contract administration, and project management practices
  • Ability to operate standard office equipment and recreation or maintenance-related equipment as necessary
  • Proficient computer experience in Microsoft Office Suite
  • Valid Oklahoma Drivers' License with good driving record
  • Must be able to pass a drug screen, criminal background check, and credit check
  • The employee must occasionally lift and/or move up to 50 pounds

Working Environment and Physical Requirements:

Work is performed in both office and outdoor settings, with a great deal of mobility required for attendance at various meetings, events and locations, both indoors and outdoors, in all types of weather conditions including extreme temperatures, hot and cold, and wet and/or humid conditions. Attendance at special events, statutory holidays, and emergency response situations will frequently be required outside normal office hours.

Tasks involve moderate physical activity and manual labor, and the ability to lift/push/pull/ and/or move up to 50 pounds occasionally (with manual assistance as needed), and typically involve some combination of walking, sitting, or standing for extended periods of time, walking, balancing, climbing, bending, crawling, crouching, feeling, handling, hearing, kneeling, reaching, repetitive motion, and mental and visual acuity.
