The Financial Services Division oversees essential functions, including accounting, payroll, treasury management, financial reporting, collections, debt management, financial controls, and compliance with local, state, and federal regulations.

About the Role:

The Deputy Finance Director - Financial and Administrative Services provides executive oversight for four major divisions: Accounting/Payroll, Treasury, Financial Reporting, and Collections. This position oversees an operating budget of approximately $3 million and leads a team of 39 financial professionals. This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).

Key Responsibilities:

  • Lead, direct, and evaluate the operations of Accounting/Payroll, Treasury, Financial Reporting, and Collections divisions
  • Develop departmental goals, objectives, and performance measures that align with City priorities
  • Oversee business continuity planning and testing for critical financial operations
  • Ensure compliance with Generally Accepted Accounting Principles (GAAP) and applicable financial regulations
  • Collaborate with external auditors, regulatory agencies, and financial stakeholders on accounting and reporting matters
  • Monitor legislation, regulatory changes, and statewide financial issues impacting municipal operations
  • Analyze internal controls and develop policies and procedures that safeguard City assets and reduce organizational risk
  • Assist departments in developing budgets, financing strategies, and funding solutions to achieve operational goals
  • Prepare complex financial analyses, reports, forecasts, and recommendations for executive leadership and City Council
  • Assist with debt management activities, bond issuances, and strategies supporting the Citys AAA credit ratings
  • Support development of annual property tax rates, utility rates, and long-range financial projections
  • Develop Requests for Proposals (RFPs), negotiate contracts, and oversee vendor relationships
  • Lead, mentor, coach, and develop management staff while fostering a culture of accountability and continuous improvement

  • Directly and indirectly supervises 39 employees across multiple financial disciplines

Qualifications

Minimum Qualifications:

  • Bachelors Degree
  • 7+ years of experience involving complex financial concepts, analysis, and decision-making experience, including supervision
  • Local Government Certified Finance Officer is required within 3 years of hire date to remain in position.
  • Advanced proficiency with Microsoft Office software

Preferred Qualifications:

  • Experience in municipal/county government or as an auditor of a public finance organization
  • Certified Public Accountant (CPA)
  • NC Certified Local Government Finance Officer (from UNC School of Government)
  • Experience with financial systems such as Infor, SAP, Oracle, or similar enterprise resource planning (ERP) systems
