General Job Information

Job Summary

This position is located in the Executive Office of the Mayor (EOM), Office of Racial Equity (ORE) within the Office of the City Administrator. The Office of the City Administrator provides direct oversight over executive-reporting agencies and is responsible for supporting day to day management of District government, advancing operational priorities, and helping to implement legislative actions and policy decisions of the Mayor and DC Council. ORE focuses on strengthening the infrastructure needed to ensure that policy decisions and District programs are evaluated through a racial equity lens and carries forward implementation of the Racial Equity Achieves Results Act.

The position functions as a Deputy Director responsible for the overall efficient and effective operation of key office programs, services, and internal management functions in ORE. The incumbent supports policy development, communications, business processes, partnerships, and operational coordination. The incumbent provides senior level management, implementation support, and oversight of staff activities associated with these functions to help the office meet organizational goals and objectives.

Duties and Responsibilities

The incumbent will oversee and manage staff supporting policy development, data analysis, and core operational functions associated with management of the Office, including preparation of budgets and related financial documents and reports, personnel actions, records management, contracts, and procurement activities.

The incumbent assures that work assignments for subordinate staff are carried out in a timely and accurate manner and in accordance with established policies and procedures. Supports the installation and monitoring of management controls and reporting systems, the development of work and production standards, and the establishment of performance objectives.

Qualifications and Education

Specialized Experience is experience that equipped the applicant with the knowledge, skills, and ability to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade level I the normal line of progression.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not covered under a collective bargaining unit.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability - Security

Essential Designation: This position has been designated as Essential pursuant to Chapter 12 of DC Personnel Regulations.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.

Residency Requirement Statement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
