Help

The Deputy Director, DMDC, works in coordination with the Director DMDC and has a broad and diverse portfolio:

  • Technical advisor to OSD, the military departments, other DoW components and other Federal Agencies on the collection and processing of automated manpower and personnel data within DoW
  • Determines the data that are or will be required to address personnel and manpower issues related to national security, analyzes cost and feasibility of obtaining or creating needed data, and initiates administrative procedures necessary to ensure data availability within the time frame required for specific issues
  • Based on an understanding of DoW policy, program, and resource management issues, provides expert advice, guidance, and assistance to DoW policy makers and managers who require data or information to perform their duties
  • Sets overall policy and direction for the structure and accessibility of the DMDC databases, including such issues as coding structure, data elements, storage medium, computer hardware and software, data and system security
  • Ensures that DMDC operates within the constraints of the Privacy Act and the latest in security protection to prevent the disclosure or loss of personally identifiable information (PII) for over 55 million records
  • Ensures that DMDC IT development stays current with the pace of advances in IT to maintain relevance, agility, and development and sustainment of quality, on-time, and cost-effective IT solutions
  • Serves as a principal DoW official for automated exchanges of personnel data with other Federal agencies designed to ensure the efficiency and integrity of Government operations
  • Designs and manages numerous internal DoW automated matching programs designed to detect, prevent, and reduce fraud and abuse within DoW
  • Carries out periodic monitoring and reviews of all programs and projects under DMDC control to determine the extent of mission accomplishment, efficient use of resources, and degree of user satisfaction
  • Fully responsible for accomplishing the administrative procedures needed to ensure the availability of resources adequate to accomplish assigned missions
  • Oversees execution of the Identity Management Services

Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs) and TECHNICAL QUALIFICATIONS (TQs):

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs). However, to meet the minimum qualification requirements for this position, you must show that you possess the ECQS and TQS within your resume - NOT TO EXCEED 2 PAGES. EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 3 - Merit and Competence: This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4 - Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organizations vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5 - Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

TECHNICAL QUALIFICATIONS (TQs):

1.Demonstrated experience in leading global IT operations and delivering results in the implementation of legislation, regulations, policies and procedures and their integration with complex DoW and Federal enterprise IT systems and applications.

  1. Expert knowledge is required in identity/data management policy; privacy and freedom of information; and IT modernization, with expert knowledge in a wider range of areas to include some or all of the following: automated data files in DoW and the Federal Government; and military health care, education, and life insurance entitlements; program/financial management of complex IT.

DoW Joint Enterprise-Wide Experience Statement:

In addition, DoW requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoW or government-wide strategic priorities is required. Executives must demonstrate the ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.
