Major Duties

Incumbent serves as full deputy to the Director, Marine Corps Community Services Division. Directs day to day MCCS operations and the management of personnel responsible for the following programs and activities: Marine & Family Programs, Retail & Services, Warrior Athlete Readiness and Resilience (WARR)/Semper Fit, Food & Hospitality, Recreation Businesses, Miramar Air Show, and other key support functions. Assists the Director in developing MCCS business strategies, ensuring policy and procedural compliance, measuring the organizations performance and correcting failing strategies. Resolves internal and external operational problems not covered by established policies including the coordination and collaboration with other staff agencies. Exercises technical and administrative supervision over subordinate managers to include setting annual performance plan goals with each manager and evaluating their attainment of such goals. Resolves financial, personnel and operational problems that impact on the effectiveness of MCCS programs. May represent the director to other organizations and commands on matters concerning MCCS projects and programs. Maintains liaison with advisory boards, councils and unions. Sets priorities and establishes methods and time frames for accomplishments of MCCS projects.

Serves as a subject matter expert and direct advisor to senior leaders in the organization for the assigned organizational division. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Pursues action to ensure follow-through on maximizing productivity and economies. Oversees preparation and approves internal office financial plans and related records and reports and exercises authority on approved overall budget. Analyzes programs on a regular basis, and prompts initiation of corrective action to ensure support of operating programs of MCCS. Oversees management of new property resources and may provide direction on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives and exercises internal personnel management authorities as delegated by the MCCS Director.

Exercises comprehensive supervision over personnel, either directly or through subordinate supervisory staff, by providing guidance, oversight, and support to ensure alignment with organizational objectives. Sets clear expectations, monitors progress, and fosters a culture of accountability and excellence, ensuring all employees are equipped to deliver optimal performance and contribute meaningfully to the success of the division.

Provides guidance, mentorship, and professional development opportunities to senior leaders, strategically assigns and oversees responsibilities, conducts thorough evaluations of leadership effectiveness and organizational impact, and appraises work performance to ensure continuous improvement and accountability.

Demonstrates leadership through setting a positive example for others, consistently emphasizing the importance of courtesy in all interactions. Responds promptly and proactively to operational challenges, taking decisive action to resolve issues efficiently. When situations arise that require additional support or expertise, promptly notifies the appropriate supervisor or designated point of contact to ensure timely and effective resolution.

Supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies. Maintains adherence to fire safety protocols, environmental regulations, and relevant compliance programs. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse.

Qualifications

Must possess at least a bachelor¿S degree in business management or a related field appropriate to the work of the position AND five years of executive level experience OR a combination of education and work experience that demonstrates possession of knowledge and skill equivalent to that gained in the above. Experience must demonstrate the ability to apply management principles in planning, coordinating, and achieving the goals and financial objectives of a large, customer-oriented organization. Must possess a comprehensive understanding of business practices and economic principles, along with the ability to assess emerging trends and developments and adapt effectively to evolving business conditions. Demonstrated experience with developing large, multimillion dollar short-term and long-range budget forecasts, as well as operational plans for the implementation of same required. Experience with building and improving programs through innovative marketing, personnel management, and retail operations is required. Above average oral and written communication skills are required to interact effectively with individuals at all levels, including Congressional representatives and senior military officers. Knowledge of Marine Corps staff procedures and organizational structure is a plus. This is a white-collar position that may occasionally require lifting to 20 pounds.
