SUMMARY: This position is assigned to the Idaho Youth Challenge Academy (IDYCA), functioning with the Idaho Military Division (IMD). The primary purpose of this position is to administer the day-to-day operations of the Academy by providing management and oversight to staff functions on behalf of the Director, ensuring compliance with National Guard Bureau (NGB) program policies and requirements, and fostering an environment conducive to the successful education and rehabilitation of at-risk youth. The duty location for this position is on the IDYCA Campus in Pierce, Idaho.
MILITARY DIVISION MANDATORY QUESTIONS (attach as a supporting document in Luma):

MANDATORY REQUIREMENTS (attach as a supporting document in Luma):
(1) Must have and maintain a valid and fully privileged state issued driver's license (from any state). Provide your driver's license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver's license.)
(2) Must have or submit to and pass a Federal Childcare National Agency Check with Inquiries (CNACI) investigation, including a complete ten (10) finger fingerprint card or scan, upon offer of employment, and agree to submit to periodic rechecks in accordance with applicable laws, regulations, and policies. (At a minimum, a favorable suitability determination by the State Security Manager or OPM is required prior to appointment into this position.)
(3) Must submit to and pass a drug test upon offer of employment and agree to submit to periodic and random drug testing at the discretion of the Academy Director.
(4) Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for short periods.
(5) Must agree to complete training as directed by the supervisor, including but not limited to CPR, First Aid, and NGB Youth Challenge Program courses.
(6) In addition to the requirements below, Applicant must provide a resume that includes complete mailing addresses and telephone numbers for Employment History and Higher Education (cover the past 10 years for employment, and all post-secondary education) and References (at least three people who know you fairly well). This resume is needed for the required background screening should the applicant be chosen to fill the vacancy.
PREFERRED QUALIFICATIONS:
(1) Degree from an accredited college or university.
(2) Professional management experience, with additional consideration given for experience with military organizations or institutions.
REQUIRED EXPERIENCE (attach as a supporting document in Luma):
Must have 36 months' experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement below that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience.
KNOWLEDGE REQUIRED:
(1) Describe your knowledge of the National Guard Youth Challenge Program, including policy, requirements, national and state performance objectives, fundamentals, structure, values, and culture.
(2) Describe your knowledge of organizational management techniques to participate in the assessment, development, and implementation of strategic plans and to ensure that each identified area of responsibility has an operational plan that will facilitate achieving the objectives set out in the strategic plan.
(3) Describe your knowledge of communication techniques and the ability to communicate effectively; present information clearly, concisely, accurately and in ways that promote understanding; possesses strong influencing skills; and the ability to comfortably interact with individuals from a wide variety of backgrounds, education levels, and social levels.
(4) Describe your knowledge of and skill in carrying out managerial duties which include but are not limited to counseling, training, coaching, developing and enforcing performance standards, assigning work, managing workflow, reviewing work, resolving employee disputes, managing schedules, maintaining culture and environment, and receiving general guidance and delegating supporting tasks to team members.
(5) Describe your knowledge of and skill in incorporating principles of good administration and organization; ability to establish priorities, adjust, and respond to changing issues, requirements and situations; skill in analyzing incoming tasks with multiple sequential processes that may not be immediately identifiable.
(6) Describe your knowledge and ability to establish and maintain strong interpersonal relationships; work collaboratively and build consensus among diverse stakeholders; set priorities; honor commitments; assign resources and deliver results on time and within budget.
