Minimum Qualifications
Bachelors degree. A minimum of seven years of progressively responsible professional, managerial experience to include supervisory experience, in strategic or policy planning, budget and fiscal oversight, customer service, marketing, media relations or governmental affairs are required.

The Deputy Director is responsible for providing strategic and operational oversight of all human resources, financial services, strategy and analysis, intergovernmental policy and legislative actions, and procurement functions within the department. These functions will be supervised through Assistant Directors and Chiefs, including approximately 230 employees. This position also provides leadership to assigned divisions, focusing on high performance, regulatory compliance, and continuous improvement by serving as a key member of DTPW's Executive Leadership Team to ensure responsive service delivery.
The demonstrative tasks for the position include the following:
Provide executive-level oversight and strategic direction for department-wide administrative operations, directly supervising the Assistant Director of Administration who manages Human Resources and the Office of Civil Rights. This role is responsible for establishing administrative policies, ensuring regulatory compliance, and monitoring performance metrics across HR operations, labor relations, equal employment opportunity, and civil rights programs.
Provide executive-level oversight and strategic direction for department-wide Budget and Finance functions, including development of departmental operating and capital budgets, integrated with strategic short- and long-term financial forecasting and debt management. Oversight of accounting functions encompasses the administration of financial reporting and general accounting, treasury operations, and the management of accounts payable, receivables, and grant-related reimbursements.
Provide executive-level oversight and strategic direction for department-wide Procurement functions, directly supervising the Assistant Director of Contracting and Procurement, including goods and services acquisitions, professional services (Architecture/Engineering), and construction contracting.
Provide executive-level oversight and strategic direction for department-wide Strategy functions, directly supervising the Chief Strategy Officer who manages Performance Analysis (state and federal reporting, department scorecard and business plan, performance metrics oversight and analysis), Quality Assurance, Business Solutions and Technology, Asset Management, and Strategic Initiatives and Negotiations.
Provide executive-level oversight and strategic direction for the Legislative and Intergovernmental Affairs Division, directly supervising the Chief of Governmental Affairs who manages DTPW's legislative strategy, agenda process, and policy compliance, including oversight of agenda item quality control, Board directives tracking, monitoring of the State of Florida's annual legislative process, and executive-level briefings. The Division also coordinates intergovernmental relations and special initiatives, including state and federal appropriations efforts, commissioner and municipal coordination, the development and execution of complex agreements and policy initiatives affecting departmental operations.
