POSITION SUMMARY

Under general supervision, performs daily work assignments for the Office of the City Clerk in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

RECRUITMENT QUALIFICATIONS

Required:

  • Associate's degree in business administration or a related field;
  • Four (4) years of experience in an administrative position in an office environment;
  • Four (4) years of customer service experience;
  • Two (2) years of supervisory experience;
  • Ability to type accurately at a speed of at least 40 words per minute (verified by testing);
  • Successfully obtain a New Mexico Notary Commission within six (6) months of hire date;
  • Valid New Mexico Driver's License with a driving record acceptable to the City of Alamogordo;
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Desired:

  • Bachelor's degree in business administration or a related field;
  • Certified Municipal Clerk.
  • Open Meetings Act (OMA) experience.
  • New Mexico Inspection of Public Records Act (IPRA) experience.
  • Experience with City and State regulations related to the storage and retention of Municipal records.
  • Experience with the operations, services, and activities of a complex records management system.
  • Electronic imaging experience.

PRIMARY DUTIES AND RESPONSIBILITIES

Essential Duties

  • Manages and supervises direct-report staff by coordinating, assigning, and reviewing work to ensure compliance with policies and procedures;
  • Conducts employee evaluations, introductory and annual; makes recommendations for hiring, promoting, and releasing employees;
  • Initiates and administers corrective action, as necessary, according to the Employee Manual;
  • Mentors employees to full potential and ensures appropriate training is given to meet the standards of the position held;
  • Assists the City Clerk with completing agendas for City Commission meetings on the agenda software and assists with the distribution of the City Commission meeting agenda books;
  • Attends City Commission meetings when the City Clerk is unable to attend or as needed; records the meeting using dedicated software, calls the roll, takes minutes during the meeting, records votes, operates monitors for the necessary display of electronic presentations and timers, and helps guide the Commission with the Open Meetings Act;
  • Prepares the City Commission Chambers for commission meetings by logging in and setting commission laptops, providing writing materials and water; returns the room to its original condition after the meetings;
  • Transcribes the minutes of all City Commission meetings within ten days as required for the Open Meetings Act;
  • Assists with entering the City Commission's attendance for regular meetings and approvals on the City's timekeeping system;
  • Assists in approving City Clerk department time for the pay period and approves time off in the City Clerk's extended absence;
  • Assists with entering and submitting ordinance summaries to the newspaper;
  • Posts City Commission's potential quorums;
  • Assists the City Clerk with preparing for municipal elections and City Commission vacancy appointments;
  • Professionally greets the public in person and on the telephone; answers questions regarding City Clerk administrative services, policies, and procedures;
  • Answers questions and relays City Ordinance information as necessary to the public;
  • Assists in maintaining the filing system for the City Clerk's office, including department files, completing related forms, and updating files in the records management system;
  • Enters purchase requisitions and invoices for the City Clerk's office and City Commission;
  • Assists with travel arrangements for City Clerk staff and the City Commission;
  • Serves as a backup to the Administrative Assistant during breaks and in their absence; duties include but are not limited to manning the front desk, greeting and assisting the public, answering the City's main telephone lines, typing letters, sending and distributing mail, processing permits, business registrations, and licenses;
  • Oversees the City Boards and Committee appointments and vacancies;
  • Assists the public with basic questions of the New Mexico Inspection of Public Records Act when the IPRA Division is unavailable;
  • Scans, stores, indexes, and witnesses the destruction of City records, ensuring that all record-keeping practices are in compliance with pertinent Municipal and State regulations;
  • Maintains Outlook calendar for scheduling use of the Commission Chambers, Administrative Conference Room, and Administration vehicles;
  • Assists with the maintenance of the City Clerk's homepage on the City website;
  • Assists the City Clerk with various day-to-day tasks involved in the operation of the City Clerk's office;
  • Notarizes City-related documents as needed;
  • Safely operates a motor vehicle;
  • Establishes procedures to assure the highest standards of risk management, employee safety, and risk avoidance;
  • Responsible for thoroughly investigating, reviewing, and addressing department or division accidents to prevent future occurrences and control risk management-related costs;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills;
  • Interacts professionally and provides excellent customer service to all levels of City staff and citizens to ensure high operational and service standards; and
  • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.
