Description: The purpose of this job is to plan, direct, oversee, and provide overall financial planning, analysis, direction, and oversight throughout the organization. Provides general oversight, guidance, and direction for the annual budget preparation process. Provides direction and oversight to the City Manager and City Commission over a wide range of diverse topics. This position directly manages Fiscal Services, which contains the Budget Office and Accounting Services Divisions. This position also assists the Chief Financial Officer with oversight of several diverse departments, including Income Tax, Assessing, Purchasing, Fleet, and Facilities. Works under the general guidelines of the Chief Financial Officer. Serves in the Chief Financial Officer role in his/her absence.
Essential Duties & Responsibilities:
• Supervises the work of assigned personnel; participates in hiring, training, and disciplinary actions; delegates work assignments; conducts performance evaluations. • Assists with providing executive direction to department directors and other staff for all aspects of fiscal services, including fiscal administration, payroll, income tax, assessing, financial planning, budgeting, and purchasing. • Assists the Chief Financial Officer in providing financial guidance and reviews along with approvals of goals and objectives for assigned departments, departmental, and city-wide, which may impact their fiscal capital and operating budgets, priorities, and programs. • Completes independent financial reviews of complex business processes; provides annual financial review updates to the City Commission. • Conducts research, studies, and fiscal analyses pertaining to a wide variety of fiscal topics which impact or have the potential to impact the city organization using best practice accounting and fiscal business processes; prepares and issues written reports; interprets findings into recommended policy changes. • Participates in Labor negotiations with the Citys various Union groups; conducts research and provides assistance to the labor team with financial reports, analytics, and fiscal forecasts of proposed contract modifications; attends bargaining sessions to help evaluate fiscal proposals and provide advice to the Chief Negotiator. • Represents the City as the Chief Financial Officer in his/her absence at internal and external meetings. • Coordinates city activities with other governmental agencies, private sector organizations, civic groups, and the general public. • Oversees the preparation and monitoring of Fiscal Services budget. • Manages the implementation activities for the Enterprise, Reporting, Planning (ERP) system and works with team on continued process improvement for efficiency. • Performs related work as required.
Minimum Requirements:
• Bachelor's in finance, business, accounting, or a related field. • At least seven (7) years progressively more responsible experience in local government finances, such as pension, health care, actuarial, benefits, financial planning, forecasting. • OR: Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities.

• Knowledge of: • Fiscal and operational principles, theories, and practices of modern executive and administrative planning, management, and control. • Federal, state, and local laws, regulations, and policies applicable to structure, functions, programs, and practices in conducting public services through city government. • Modern principles, practices, methods, and techniques relating to the effective delivery of financial services to the entire organization. • Financial and accounting principles, laws, and regulations. • Principles and practices of employee supervision. • Generally accepted accounting principles (GAAP), specifically governmental accounting, audit, and financial reporting. • Modern office procedures, methods, and computer equipment.
Skills:
• Interpersonal skills necessary to develop and maintain effective and appropriate working relationships. • Performing a variety of duties, often changing from one task to another of a different nature. • Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios. • Assigning, prioritizing, monitoring, and reviewing work assignments. • Ability to: • Conduct complex research and interpret or apply information into effective policy recommendations. • Conduct effective presentations on research products. • Utilize various financial systems and software. • Develop and forecast complex financial wage and benefit packages and the impacts on the fiscal health of the City. • Communicate effectively, both orally and in writing. • Meet schedules and deadlines of the work. • Understand and carry out oral and written directions. • Accurately organize and maintain paper documents and electronic files. • Maintain the confidentiality of information and professional boundaries.
