# DEPUTY CHIEF FACILITIES MANAGEMENT AND CAPITAL PROJECTS OFFICER ## SUMMARY DESCRIPTION The Deputy Chief Facilities Management Officer plans, coordinates, and directs assigned functions of the Facilities Management and Capital Projects Department. The Deputy Chief oversees budgeting, Capital Renewal, facilities maintenance, and construction projects while setting related policies and coordinating with district and school leadership. The Deputy Chief supervises staff and manages key personnel functions including performance evaluation and workforce development. The position requires substantial experience in construction, maintenance, budgeting, and personnel management. ## ESSENTIAL DUTIES AND RESPONSIBILITIES ### Financial & Capital Project Management Assists the Chief FMCPO with development of departmental budget. Manages implementation of the Capital Renewal Allocation plans. Oversees Capital Renewal functions including remodel functions. Oversees E&A functions as it relates to maintenance and Capital Renewal. Works with District Leadership and school administrators to plan and facilitate Maintenance and Capital Renewal projects. Assists staff in determining project scope and budgets including: Writing specifications Developing designs Obtaining approvals Administering construction contracts Approving pay requests Monitoring schedules Reviews requests for bid proposals. Assists with preparation of bid documents, bid openings, and bid evaluations. Reviews and signs work purchase orders for building/site modifications, equipment, materials, and FF&E related to the Capital Renewal Plan. ### Facilities Operations & Maintenance Oversight Oversees building maintenance functions including management of the Districts work order program involving skilled trade technicians, field supervisors, and shops. Develops policy on renewal, maintenance, repair, and upkeep of buildings and grounds. Coordinates department activities with principals and District staff. ### Personnel Management & Administrative Leadership Prepares performance evaluations of direct reports including Directors of Maintenance and Capital Projects. Reviews and approves time and attendance for subordinate employees. Develops policy and participates in the selection, training, and formal disciplinary processes for maintenance and capital project employees. Reviews recommendations from Directors and direct reports regarding disciplinary matters. May perform other duties as assigned. ## QUALIFICATIONS Any combination of education and experience that could likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be: ### Education A Masters degree from an accredited college or university with major coursework in engineering, general construction, or architecture. Additional coursework in business management is preferred. ### Experience Seven (7) years of progressively responsible professional experience in personnel management, construction project planning and delivery, maintenance services, and departmental budgeting and accounting. ### Licenses/Certificates Possession of or ability to obtain a valid Nevada Drivers License with driving record acceptable to the District (required). Registration as an architect or engineer in the State of Nevada (preferred). ## COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES ### Knowledge of Capital Improvement plan development, land development and approval processes, regional planning issues, school planning, real estate, and appraisal. Maintenance Management systems, procedures, and policies of educational organizations. Building project analysis including site construction practices, building codes, fire and safety codes. Regulatory codes and laws including NRS 332, 333, 338, and 624 as well as key elements of OSHA and EPA. Contract structure governed by American Institute of Architects and Construction Standards International. Building codes including but not limited to fire codes, National Electric, life safety, Uniform Building, International Building, and ADA. The construction of small to large commercial buildings from site preparation through completion. Building construction in architectural, structural, plumbing, mechanical, and electrical systems and standards. Construction contracts including Boiler Plate requirements, construction bonding and insurance, prevailing wage law, and various types of construction agreements. Methods of building construction coordination and administration such as record keeping, inspections, and warranties. Building construction cost estimating procedures, consulting fees, and contract bidding procedures and methods. ### Skill in Public speaking and presentation, technical writing, data analysis, and negotiations. Coordinating a wide variety of project activities, resources, and procedural steps. Organizing and determining priority of work. Managing unique construction problems and providing innovative solutions. Preparing construction and maintenance contracts. ### Ability to Effectively manage and supervise staff. Effectively collaborate with various stakeholders to complete complex projects. Collaborate with public and private entities in the implementation of building and site design and construction and maintenance. Thrive in a changing environment while balancing shifting goals and priorities.
