Qualifications
Mandatory Qualifications Requirements: Applicants must demonstrate that they meet the Basic Requirements, Executive Core Qualifications (ECQs), and Technical Qualifications (TQs) in their resumes. Candidate must also submit proper documentation as verification of the Licensure and Educational Requirements.
A. Basic Requirement: As a basic requirement for entry into the SES, applicants must provide evidence in their resume of progressively responsible executive level leadership and supervisory experience that is indicative of senior executive level management capability. Typically, experience of this nature will have been gain at or above the GS-14 or 15 grade levels in the federal service or its equivalent in the private sector.
B. Technical Qualifications: Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
C. Executive Core Qualifications (ECQs):In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.
There are five ECQs:
ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organizations vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPMs SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
Education
Degree Requirement:
Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
ORA Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG),or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country or successful completion of the U.S. Medical Licensing Examination.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
Graduate Training Requirement:
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.
For this position you must have 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

Background Investigation: To ensure the accomplishment of its mission, VA-OIG requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation as a condition of placement in this position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
