The Vision of the Office of Financial Institutions is that Louisiana's financial services industry, under the jurisdiction and diligent supervision of the Louisiana Office of Financial Institutions, will be a thriving, competitive, progressive provider of economic resources to businesses and individuals. In the furtherance of the Offices vision, the incumbent is responsible for overseeing all activities within the Depository Division of the Louisiana Office of Financial Institutions.
The Depository Compliance Examiner Chief oversees the development and implementation of examination-related policies and procedures for areas of responsibility to ensure safety, soundness, consistency, and compliance with applicable laws, rules, and policies. Incumbent prepares and reviews proposed legislation; offers information/input on proposed legislation to legislative committee members; reads and reviews industry publications to maintain an up-to-date knowledge of recent events and trends; attends meetings with Financial Institutions executives and directors; and interacts with other state and federal regulatory agencies to discuss issues, solve problems, and exchange information. Incumbent also performs other miscellaneous duties as assigned by the Deputy Commissioner and/or Commissioner.
Minimum Qualifications
Three years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Eight years of experience in accounting, auditing, banking, compliance management, financial operations, or insurance; OR
Six years of full-time experience in any field plus nine semester hours in accounting and an additional fifteen semester hours in accounting, economics, finance, business law, insurance, statistics, financial analysis, or money and banking plus five years of experience in accounting, auditing, banking, compliance management, financial operations, or insurance; OR
A bachelor's degree with nine semester hours in accounting and an additional fifteen semester hours in accounting, economics, finance, business law, insurance, statistics, financial analysis, or money and banking plus five years of experience in accounting, auditing, banking, compliance management, financial operations, or insurance; OR
A bachelor's degree in accounting, auditing, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, banking, compliance management, financial operations, or insurance; OR
An advanced degree in accounting, auditing, finance, business or public administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, banking, compliance management, financial operations, or insurance; OR
A Certified Public Accountant (CPA) license, Certified Financial Examiner (CFE), Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation plus three years of experience in accounting, auditing, banking, compliance management, financial operations, or insurance.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Oversees the planning, coordination, and management of the statewide examination program, the application process, and the complaint process of the Depository Division; assigns special projects to Compliance Examiner Deputy Chief, Compliance Examiner Reviewers, and Compliance Examiner Managers; participates in board/other meetings with executive management, directors, Certified Public Accountants (CPAs), and attorneys to discuss examination findings and/or other regulatory issues/concerns; consults with other state and federal regulatory agencies on a wide range issues, topics, and areas of mutual interest and/or concern; and provides input and/or feedback to the Deputy Commissioner and Commissioner in addressing a wide range of regulatory questions, issues, and concerns.
Acts as agency liaison in dealing with executive management, directors, CPAs, and attorneys that represent the state-chartered Financial Institutions and other entities supervised and regulated by the Depository Division on behalf of the Deputy Commissioner and Commissioner.
Makes presentations to groups comprised of industry executives, directors, state and federal regulators, and trade group representatives on behalf of the Deputy Commissioner and Commissioner.
Represents the Deputy Commissioner and Commissioner at conferences, conventions, training seminars, and meetings with the examination staff in the regional offices.
Performs other duties as assigned by the Deputy Commissioner and Commissioner. This includes the responsibility for the timely submission of annual questionnaires and ongoing preparation for on-site reaccreditation reviews every five years in order to maintain our accreditation through CSBS and NASCUS.

Appointment Type: Probational - up to 24 months.
