Job Summary

This position provides strategic leadership and executive oversight for the Administrative Services Division, directing the delivery of centralized support functions including facilities management, mail services, fleet operations, records management, and other administrative programs that support statewide agency operations.

Essential Qualifications

  • Experience directing multiple administrative or operational programs through subordinate supervisors or managers.
  • Experience overseeing facilities, fleet, records management, mail services, or similar administrative support functions.
  • Experience developing and administering division-level budgets.
  • Experience leading organizational change and process improvement initiatives.
  • Experience working with executive leadership, elected officials, or governing bodies.
  • Experience within state government or a large public-sector organization.

Job Duties

  • Direct and oversee the operations of the Administrative Services Division, including facilities, fleet, mail services, records management, and other administrative support programs.
  • Develop, implement, and evaluate division goals, policies, procedures, and strategic initiatives to support departmental objectives.
  • Manage division budgets, monitor expenditures, and allocate resources to ensure efficient and effective program operations.
  • Supervise, mentor, and evaluate management and professional staff; establish performance expectations and promote employee development.
  • Monitor division operations and performance metrics to identify opportunities for process improvement and enhanced service delivery.
  • Ensure compliance with applicable federal and state laws, regulations, policies, and internal controls governing administrative services programs.
  • Provide recommendations and technical guidance to executive leadership regarding administrative operations, resource planning, and organizational effectiveness.
  • Represent the department in meetings with agency leadership, state officials, legislators, vendors, and external stakeholders.
  • Direct the development and implementation of operational improvements, modernization efforts, and technology-based solutions.
  • Oversee contract administration, procurement activities, and vendor relationships related to division operations.
  • Resolve complex operational issues and ensure continuity of critical administrative support services.
  • Prepare reports, presentations, and recommendations regarding division performance, strategic initiatives, and operational outcomes.
