Job Title: Senior Business Analyst (Demand Analyst)
Location: Tallahassee, FL
Duration: ~13 months (ASAP June 30, 2027)
Work Type: Onsite only, Monday Friday

We are hiring for the role of Senior Business Analyst (Demand Analyst). Below are the key details:

Role Overview

This role serves as a liaison between business offices and Information Technology, responsible for intaking technology ideas, refining and documenting proposals in ServiceNow, and supporting governance activities throughout the proposal lifecycle. The analyst translates strategic and operational needs into actionable requirements, conducts business needs assessments, and prepares executive-ready documentation.

Key Responsibilities

  • Categorize and prioritize technology proposals by type, urgency, complexity, business impact, and strategic alignment

  • Conduct stakeholder intake meetings and refine proposal descriptions from submitted Ideas

  • Document business case elements including ROI/TCO, cost-benefit narratives, scope, risks, and impacted applications

  • Research and diagram FDOT business processes and system dependencies

  • Prepare executive-ready materials summarizing value, risk, alignment, and feasibility

  • Complete analyst-owned proposal fields in ServiceNow and track work against proposal tasks

  • Support cybersecurity risk assessments when required

  • Identify process improvement opportunities; design and transition to new processes

Required Skills & Experience

  • Minimum 3 years of business process analysis and requirements documentation, including independent facilitation with executives and subject matter experts

  • Proficiency in process mapping/modeling (Visio or equivalent)

  • Experience with ServiceNow or similar portfolio management tools for demand/proposal intake

  • Proficiency in Microsoft Office Suite: Excel, Word, PowerPoint, Visio

  • Experience with SharePoint and Microsoft Teams for collaboration and document management

  • Knowledge of how business requirements translate into technical requirements

Preferred Skills

  • Exposure to Microsoft Power BI

  • Experience preparing business case materials including TOI/TCO analysis and cost-benefit assessments

Education

Bachelor's or Master's Degree in Business Administration, Communication, Information Systems, or a related field required. Equivalent work experience may substitute.

Desired certifications (not required): CBAP, PMI-PBA, PMI-ACP, PMP, ITIL
