PSCI-LIA, a fast-growing 8(a), SDVOSB, and woman-owned small business, is seeking a DDRP Specialist / Drug Testing Coordinator for an upcoming contract.

Position Summary:

The DDRP Specialist is the on-the-ground execution lead for the California Air National Guard's Drug Demand Reduction Program. The Specialist plans and runs urinalysis testing during RSDs and Annual Training, performs specimen collection and packaging, maintains chain of custody, trains and oversees DTPAMs/Observers/Trusted Agents, processes positive results through iFTDTL/DTP, and serves as the day-to-day point of contact for unit commanders, SJA, and Security Forces.

Key Responsibilities:

  • Conduct DDRP testing during Regularly Scheduled Drills (RSDs) and Annual Training (AT) per DAFMAN 44-197 and AFMAN 44-198.
  • Perform specimen collection, packaging, and shipment to the HQ Air Force Drug Testing Laboratory (AFMRA/SGBD) within 2 business days of collection (PWS 5.3.9 / DE-33).
  • Maintain proper chain of custody and complete DD Form 2624 for all samples (PWS 5.3.10).
  • Coordinate testing types: Random (IR), Unit Sweep (IU), Inspection Other (IO), Probable Cause (PO), Consent (VO), Commander-Directed (CO), Rehab (RO), Accession (NO), Medical (MO) (PWS 5.3.2).
  • Ensure at least two Government Observers (one male, one female) are present during scheduled testing (PWS 5.3.4).
  • Train DTPAMs, backup collectors, Trusted Agents, and Observers per AFMRA/NGB/SG standards; deliver re-training as needed (PWS 5.2.2, 5.2.3, 5.2.6).
  • Receive positive urinalysis results via iFTDTL; send illicit-positive notifications by encrypted Government email to WG/CC, Unit Commander, SJA, and Security Forces Commander within 1 business day (PWS 5.4.4 / DE-19).
  • Submit prescription positives to MRO within 1 business day (DE-21); notify SJA within 30 minutes of any contamination or adulteration (DE-22).
  • Generate DDRP reports and metrics from the Drug Testing Portal (DTP); contribute to quarterly metrics submission (PWS 5.4.5).
  • Conduct out-of-cycle DDR testing as directed by the cognizant Wing Commander (PWS 5.1.6).
  • Maintain electronic records (notification letters, DD Form 2624s, MFRs, Observer acknowledgments) for at least 5 years in secure Government-provided storage (PWS 5.4.10 / DE-28).
  • Support annual Prevention, Education, and Outreach (PE&O) event including delivery and After-Action Report.
  • Maintain secure storage of all official drug testing supplies (PWS 5.3.8).
  • Coordinate with Civilian Personnel Office / HR monthly on Testing Designated Position (TDP) reconciliation (PWS 5.4.12).

Required Education:

  • High school diploma or equivalent REQUIRED.
  • Associate's or Bachelor's degree in Public Health, Behavioral Science, Criminal Justice, Health Administration, Nursing, Medical Technology, or related PREFERRED.

Required Experience:

  • Minimum 3 years of experience in drug testing, specimen collection, urinalysis program support, or substance-abuse treatment-services coordination (military, federal, or comparable employer drug-testing program preferred).
  • Demonstrated experience maintaining chain of custody for forensic-grade specimens.
  • Experience using or supporting the DoD Drug Testing Portal (DTP), iFTDTL, AFMRA training systems, or comparable LIMS/forensic systems.
  • Familiarity with DAFMAN 44-197 and AFMAN 44-198 (or substantially similar DoD/Air Force/Army/Navy/Coast Guard urinalysis programs) - or willingness and capacity to complete required training during phase-in.
  • Experience training and supervising volunteer staff, observers, or trusted agents.
  • Proficient in MS Outlook/Teams, NIPRNet (or equivalent secure email), and electronic records management.
  • Strong attention to detail and integrity in handling sensitive, confidential information.
  • Ability to lift and move drug testing supplies and packaged specimens (physical demand component).
  • Valid driver's license and ability to travel to all 7 CA ANG locations.

Preferred Qualifications / Certifications:

  • Prior military service (any branch) as Air Force DTPAM, Drug Testing NCO, Substance Abuse Program (SAP) Coordinator, or comparable.
  • AFMRA Train-the-Trainer certification.
  • WDDRPM (Wing Drug Demand Reduction Program Manager) training.
  • DOT/SAMHSA Specimen Collector certification.
  • Certified Substance Abuse Counselor (CSAC, CADC, ICRC, or LADC).
  • Active CAC and active Tier 1 (T1) investigation or higher.
  • California residency or familiarity with California Air National Guard installation footprint.

Clearance & Eligibility Requirements:

  • U.S. Citizenship required.
  • Must qualify for and obtain/maintain a Common Access Card (CAC) per PWS 1.4.5. Requires a favorable Tier 1 (T1) investigation or higher, OPM background investigation, and FBI fingerprint check.
  • Must NOT have any record of conviction by a civilian criminal court (PWS 1.4.7).
  • Must NOT have any medical or mental health condition that precludes responsible performance of drug testing duties.
  • Must complete AT Level I Antiterrorism Awareness training within 15 calendar days of CAC issuance; Cyber Awareness Challenge before network access (annually); OPSEC and Records Management training; Information Assurance / IT certification if performing IA/IT functions (DoD 8570.01-M baseline).
  • Must complete AFMRA-certified Train-the-Trainer training for DDR processes within initial onboarding window.
  • Must provide proof of WDDRPM (Wing Drug Demand Reduction Program Manager) training completion/certification within 5 business days of completion (PWS 1.4.7.1 / DE-12).
  • Must abide by the U.S. Government's zero-tolerance policy on Combating Trafficking in Persons (PWS 1.4.11).

Compensation & Benefits:

Starting Hourly rate: $35.00 Plus SCA-mandated Health & Welfare benefits, paid federal holidays, vacation, and sick leave.
