  • Serves as a Data Analyst (Data Scientist) leading and coordinating the efforts of other agency professionals and contractors in solving complex and far-reaching data management issues and problems.
  • Conducts statistical analyses and develops predictive models using statistical techniques, machine learning, and artificial intelligence (AI), using tools such as R, Python or SAS.
  • Works with teams to develop data products and definitions. Use appropriate analytic and statistical software to programmatically prepare data for analysis and clean imperfect data.
  • Conducts observational analyses using software and/or programming languages such as R, Python, or SQL to explore/group data, test hypotheses, predict outcomes, and inform decisions.
  • Translates complex concepts, findings, and limitations into concise, plain language.
  • Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, and consultations.
  • Serves as a resource and leader to Federal and contractor staff on implementing, managing, tracking, and evaluating large scale and extremely complex data analysis projects and their associated requirements and risks.

Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled. The specialized experience required is:

(1) Providing technical expertise and direction in developing and refining studies involving statistical or machine learning techniques; AND

(2) Conducting ad hoc and planned data analyses; AND

(3) Transforming large, messy data into a form suitable for analysis using R, Python, SAS, or SQL; AND

(4) Preparing talking points, issue briefs, decision memos, and/or project summaries for management.

ALL of the specialized experience is REQUIRED and must be explicitly documented/described in your resume, or you will be disqualified from further consideration.

IN ADDITION TO THE ABOVE REQUIREMENTS, APPLICANTS MUST ALSO MEET THE individual occupational requirement (IOR), which states that applicants must have ONE of the following:

(a.) A degree in one of the following: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. NOTE: Transcripts are required to substantiate claimed education.

OR

(b.) A combination of education and experience: must have completed courses equivalent to a major field of study (30 semester hours): mathematics, statistics, computer science, data science or field directly related to the position, plus additional education or appropriate experience.

Individual Occupational Requirements must be met, even if you currently hold, or have previously held, a position in this series in the federal government.
