The Technical Lead will support development tracks to develop and deliver data pipelines for a complex data analytics platform and provide production support for existing data pipelines in production. This individual will participate in data acquisition and data integration strategic initiatives and workgroups. The job requires building relationships with business stakeholders, understanding the needs of business and building solutions to meet those needs. The Technical Lead leads the design and assigns work to the development team members and supports the timely delivery of the deliverable in an agile framework. This requires the lead to coordinate all aspects necessary to deliver the development work by the end of the planned delivery timeline, including environment preparation, data loads, testing, user acceptance testing, code deployment, etc. The technical lead will support production by triaging any issues and coordinating the response.
The position will provide guidance and hands-on engagement to analyze, design, build, validate, and development projects for data analytics. The technical lead will drive data quality initiatives and ensure the platform is reliable and trustworthy. This individual ensures design documents are complete and correct, attends discovery sessions, and leads design sessions, and may provide consulting on complex projects. This person demonstrates an understanding of core acquisition, ingestion and transformation services, (including cloud-based), and can apply proven practices to data analytics solutions, data acquisition designs, and implementations with proficiency in developing, deploying, and debugging systems. The lead will have a solid understanding of agile methodologies.
They will act independently or as a member of a workgroup or project team and possess solid technology skills. This position requires knowledge of enterprise architecture domains and the following enterprise architecture disciplines: data and security.
Selected candidate must work onsite from an HHS office located in Austin, Texas designated by the hiring manager.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(40%) Serves as a technical lead focused on acquiring, transforming and delivering data to the users of the analytics platform. Work involves planning, assigning and tracking the work of the development team to deliver data analytics pipelines and coordinating all tasks necessary to accomplish the work. Ensures that designs comply with data security requirements for each category of data contained in a solution.
(15%) Serves as the point of contact for business users. Communicates project status and issues. Answers questions about schedule and functionality. Coordinates scheduling with customer representatives as needed. Attends meetings to understand current and upcoming challenges.
(15%) Participates in analyzing systems and procedures, documenting requirements, analyzing the current state and desired state of data acquisition/transformation solutions, identifies gaps between the two states.
(10%) developing or revising existing code; scheduling, testing, installing, and implementing systems; writing or revising standards and procedures.
(10%) Leads and coordinates production support efforts for a critical system to ensure any incidents are investigated and resolved timely, while keeping key stakeholders informed and ensuring the solution meets all requirements for data security and data quality.
(5%) Participates as a consultant and subject matter expert during project development and planning stages of data acquisition/transformation initiatives that cross functional agency systems, other IT groups and other state entities that require coordinating, planning, and scheduling. Provides options in the determination and implementation of optimal solutions.
