Description
General Purpose
The principal function of an employee in this position is to support the Citys data analytics, reporting, business intelligence, and data integration initiatives through the collection, validation, analysis, visualization, and management of data from multiple City departments and systems. The position assists with the development of dashboards, reports, data models, and analytical tools that support operational decision-making, strategic planning, infrastructure planning, growth forecasting, and service delivery.
The Data Analyst performs professional-level analytical work involving data collection, preparation, validation, documentation, reporting, and visualization. The position works closely with City departments to improve data quality, accessibility, consistency, and usability across the organization. The work requires technical aptitude, analytical thinking, attention to detail, and the ability to communicate information effectively to both technical and non-technical audiences.
The position works under the general supervision of the City Administrator and may assist with a variety of projects related to data services, GIS integration, business intelligence, and operational analytics.

Examples of Duties
Essential Duties and Responsibilities (Illustrative Only)
Collect, organize, validate, clean, and maintain data from multiple City departments, systems, and external sources.
Assist with the development and maintenance of dashboards, reports, scorecards, and data visualizations utilizing Power BI and related business intelligence tools.
Write, modify, and execute SQL queries to extract, transform, validate, and analyze data.
Support the integration of data from finance, utility, permitting, infrastructure, operational, and GIS systems.
Assist in the development and maintenance of repeatable data preparation, transformation, and reporting processes.
Document data sources, data definitions, metadata, refresh schedules, business rules, and validation procedures.
Verify the accuracy, completeness, and consistency of datasets used in reports, dashboards, and analytical projects.
Assist with GIS-related data preparation, analysis, mapping support, and integration with business intelligence platforms.
Perform basic statistical, operational, and trend analysis to identify patterns, issues, and opportunities.
Assist with long-range planning initiatives including growth forecasting, infrastructure planning, service demand analysis, and performance measurement projects.
Prepare reports, summaries, charts, graphs, dashboards, and presentations to support management decision-making.
Assist in developing practical and responsible approaches for using AI-assisted tools with approved City data, emphasizing data integrity, privacy, security, human review, improved analytics, and better decision-making.
Collaborate with City staff to improve data quality, reporting capabilities, and information accessibility.
Participate in meetings with City departments, consultants, academic partners, and external organizations as assigned.
Maintain confidentiality of sensitive and protected information.
Perform all duties in accordance with City policies, procedures, and applicable laws.
Develop and maintain positive working relationships with City officials, employees, consultants, and the public.

Peripheral Duties
Assist with special studies, research projects, and pilot analytics initiatives.
Support testing and implementation of new data systems, reporting tools, and business intelligence platforms.
Attend training, conferences, and professional development opportunities related to data analytics, business intelligence, GIS, and information management.
Provide analytical support to City departments as assigned.
Perform other duties consistent with the responsibilities of the position.
Typical Qualifications
Knowledge, Skills & Abilities
Knowledge in:
Basic knowledge of data analysis principles and practices
Basic to intermediate SQL skills
Familiarity with Power BI, Excel, and data visualization tools
Familiarity with data cleaning, transformation, and validation concepts
Ability to work accurately and carefully with detailed data
Ability to learn new systems, datasets, and business processes quickly
Familiarity with database structures and data organization
Basic familiarity with GIS, ESRI, or geospatial data concepts is preferred
Ability to evaluate emerging analytics, automation, and AI-assisted tools through the lens of data quality, governance, accuracy, and practical use by City staff.

Minimum Acceptable Experience and Training
Bachelors degree in Data Science, Computer Science, Information Systems, Statistics, Mathematics, Economics, Geographic Information Systems (GIS), Business Analytics, or a closely related quantitative or technical field; or
Current senior standing in an accredited bachelors degree program in one of the above fields with anticipated graduation prior to employment; or
Any equivalent combination of education, training, internship experience, project work, and technical experience that provides the required knowledge, skills, and abilities.
Preferred Qualifications
Academic, internship, or project experience involving SQL, Power BI, Python, R, Excel, GIS, or database work
Experience cleaning, validating, or preparing data for dashboards, reports, or analytical models
Experience with ESRI, ArcGIS, or geospatial datasets
Interest in public sector analytics, infrastructure planning, growth analysis, or civic technology
Experience working on team based projects with multiple stakeholders

Work Environment
Position performs in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities, generally involving minor muscular strain, such as walking, standing, stooping, sitting, and reaching. Talking, hearing and seeing are necessary to perform essential functions. Rapid work speed required to perform keyboard operations. Common eye, hand, finger, dexterity required. Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking and some creative problem solving.
Travel Requirements
The employee must possess and maintain a valid Idaho driver's license and proof of valid insurance.
Some local travel may be required.
