Position Purpose/Summary
Responsible for conducting complex research and analysis and provides timely and pertinent information relating to crime pattern detection, suspect-crime correlation, target-suspect data, crime forecasting, and resource deployment. Support field service units in real time for officer safety and investigative support. Work involves identifying case issues and evidence needed, based on analysis of charges, complaints or allegations of law violations. No supervision is exercised over other employees.
Essential Functions
- Operates the Springfield Police Department Real-Time Crime Analysis Center.
- Monitors ShotSpotter and license plate reader notifications.
- Uses BriefCam and exacqVision video systems.
- Monitors and searches social media.
- Utilizes police radio system to communicate Officer Safety and urgent information to responding police units.
- Provides communication and acts as primary contract between Gaming Unit (MGM) and Springfield Police Department.
- Creates GIS maps displaying spatial data and performs spatial data analysis.
- Utilizes city, school, and private CCTV systems to monitor criminal, fire, and public safety activity in real time.
- Collects, analyzes and interprets data and statistics using quantitative and qualitative methodology.
- Develops crime/suspect and suspect/crime correlations and target profile analysis.
- Prepares and presents complex and detailed statistical reports.
- Develops and presents projects to both internal and external groups.
- Uses computer databases, electronic spreadsheets, desktop publishing, geographical information systems (GIS), word processing, and statistical applications to manipulate, analyze and present data.
- Captures, enhances, and redacts video and images as needed to support Police investigative activity
- Manages daily use of License Plate reader to include Hot Sheets and wanted vehicles.
- Publishes Officer Safety Bolos to internal and external law enforcement agencies.
- Assist in gathering of video and image evidence for use in all aspects of Law Enforcement activity.
- Assists in the development of new programs, procedures, methods and systems.
- Assists with training of police officers, police administrators, new employees and interns in the use of Crimeview Dashboard.
- Understands and implements assigned duties and responsibilities to support team goals and objectives.
- Works with IT staff and software vendors to identify and troubleshoot system and application problems.
- Works cooperatively with other team members, receives and shares information.
Knowledge, Skills, and Abilities
- Maintains knowledge of high risk Homeland Security Targets within the Springfield MA area.
- Knowledge of principles and practices of research and analysis; technical report writing; statistical analysis as applied to crime patterns; probability assessments and trend analysis.
- Knowledge of terminology used in the description of criminal activity.
- Knowledge of practices and techniques used in criminal investigations.
- Knowledge of closed circuit video systems and video enhancement software.
- Knowledge of web publishing software.
- Ability to form and design reports, charts, graphs and tables.
- Ability to communicate effectively in both oral and written form.
- Ability to plan, organize, and participate in the work of the crime analysis unit; communicate statistical information concerning crime activities with citizens and local, state, and federal law enforcement staff; develop and implement new/changed programs, procedures, and technological resources; research, review, and analyze primary data on criminal activity; develop conclusions, project trends, and make recommendations.

Education and Experience
- Bachelor's degree in criminal justice or other relevant field of study or four (4) years of any combination of education and experience.
- One year of previous crime analyst experience.
