About our opportunity:

The City of Asheville is seeking qualified applicants for the position of Labor Crew Supervisor to join the Asset and Maintenance Division within the Parks and Recreation Department. The purpose of this position is to perform supervisory and skilled work directing and participating in various maintenance and/or construction activities of multiple or large work crews. This position will work evening shifts (12:30pm to 11:00PM), Monday through Thursday.

Essential Duties and Responsibilities

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Supervises and evaluates assigned staff by providing direction, setting work priorities, coaching performance, and conducting appraisals; recommends hiring, discipline, and development actions in accordance with City policies.
  • Allocating resources, ensuring adherence to established procedures.
  • Plans, organizes, and allocates crew assignments, equipment, and materials to ensure timely and efficient project completion; adjusts schedules in response to weather, emergencies, or operational priorities.
  • Authors, issues, and updates standard operating procedures (SOPs) for assigned work; ensures staff are trained and certified in required methods; audits field practices to maintain compliance with regulations and City standards.
  • Monitors and inspects work sites to verify quality, safety, and efficiency; enforces compliance with all applicable codes, regulations, and environmental standards; initiates corrective action when deficiencies are identified.
  • Forecasts and manages equipment, materials, and supplies needed to support crew operations; initiates procurement requests and tracks inventory levels to ensure work readiness.
  • Directs and verifies safe operation, preventative maintenance, and readiness of tools, vehicles, and equipment such as mowers, tractors, small loaders, and utility vehicles.
  • Leads incident prevention and response by conducting job hazard analyses (JHAs), facilitating safety meetings, and investigating near-misses and incidents; implements corrective measures to prevent recurrence.
  • Responds to emergencies by deploying resources to mitigate hazards, restore services, and protect public safety; serves as on-site incident lead for coordination with Risk, Public Safety, and other responding departments; assigns crews for after-hours or on-call duties as needed.
  • Compiles and reports crew productivity, costs, safety performance, and quality metrics to management; recommends process improvements and budget needs based on documented data.

Education and Experience

Minimum Qualifications:

Required Education & Experience:

  • High school diploma or equivalent required, with vocational or technical training in construction management, facilities maintenance, natural resources management, or a related field; supplemented by five years of experience in grounds or facility maintenance, custodial services, or related work, including one (1) year of lead or supervisory responsibility.

Required License or Certifications:

  • Valid state driver's license.
  • North Carolina Pesticide Applicator's License or ability to obtain within 90 days of hire.

Preferred:

  • Associates Degree in Construction Management, Facilities Maintenance, Natural Resources Management, or a related field.
  • Experience supervising crews in construction, maintenance, or grounds operations.
  • Experience with safety program administration (JHAs, incident investigations, OSHA compliance).
  • Prior budget or inventory management responsibility.

Performance Aptitudes:

Data Utilization: Ability to collect, analyze, and interpret crew production, cost, and safety data; applies findings to resource allocation and continuous improvement.

Human Interaction: Ability to lead, evaluate, and develop staff; resolve conflicts; and communicate priorities to employees, contractors, and the public.

Equipment Utilization: Ability to operate and oversee safe use of heavy equipment, vehicles, and tools; ability to recognize and act on unsafe conditions.

Verbal Aptitude: Ability to communicate work plans, SOPs, and safety expectations to staff and stakeholders clearly and effectively.

Mathematical Aptitude: Ability to prepare cost estimates, calculate material quantities, and track performance metrics.

Functional Reasoning: Ability to assess site conditions, determine corrective actions, and prioritize tasks to maximize efficiency and safety.

Situational Reasoning: Ability to respond to emergencies, adapt schedules, and exercise judgment when faced with unplanned conditions.

ADA Compliance:

Physical Ability: Tasks require moderate physical effort including climbing, bending, standing, and lifting materials up to 50 pounds; extended outdoor activity may be required.

Sensory Requirements: Requires the ability to perceive visual, auditory, and environmental hazards; ability to communicate effectively in the field.

Environmental Factors: Work may be performed outdoors in conditions involving exposure to dust, dirt, pollen, noise, traffic hazards, temperature extremes, pesticides, and moving machinery.

Some positions may require a fingerprint-based SBI background check after a conditional offer and before your start date; HR will provide instructions if applicable.
