Minimum Qualifications

Bachelors degree. Three years of progressively responsible professional experience in court operations and/or law/quasi-judicial related field, to include supervisory experience are required. POSITION SUMMARY

The Courts Jury Pool Manager, within the Legal and Jury Operations Department of the Clerk of the Court and Comptroller (COCC), is responsible for overseeing all operational, administrative, and system‑driven functions related to jury services for the 11th Judicial Circuit. This position manages the daily operations of the Civil, Criminal, and Grand Jury Pools; ensures compliance with statutory and judicial requirements; and directs the performance and reliability of the jury management system. The role evaluates and enhances jury‑selection processes, develops strategies to optimize juror utilization, and leads projects involving workflow improvements, technology enhancements, policies, and facility needs. The manager works closely with judges, judicial staff, justice partners, and internal departments to coordinate effective jury operations, resolve issues, and support ongoing improvements. Additionally, the position conducts comprehensive data analysis, prepares operational reports, responds to inquiries from jurors and external stakeholders, and ensures the consistent delivery of accurate, efficient, and customer‑focused jury services across the Circuit.

PREFERRED QUALIFICATIONS

  • Experience managing or supervising high volume court operations, jury services, justice system programs, or similarly complex public sector service environments.
  • Experience working directly with judges, judicial staff, legal, or public sector stakeholders, demonstrating the ability to communicate professionally, exercise discretion, and navigate sensitive or time critical situations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Plans and directs the daily operational activities associated with Jury Pool Operations for the 11th Judicial Circuit, ensuring all processes function efficiently and in accordance with statutory and judicial requirements.
  • Oversees the day-to-day operations of both the Civil and Criminal Jury Pools, ensuring accurate intake, monitoring, and movement of prospective jurors through all phases of the jury selection process.
  • Manages the preparation, verification, and timely furnishing of Juror Lists for the Grand Jury, ensuring compliance with procedural rules and court schedules.
  • Directs the operation, maintenance, and continuous support of a comprehensive and effective trial court jury management system, overseeing its reliability, accuracy, and alignment with court needs.
  • Conducts ongoing evaluations of jury selection procedures and related operations to identify quality improvement opportunities and implement targeted enhancements that optimize performance.
  • Develops and executes strategies to meet judicial staffing needs while minimizing the number of jurors summoned, promoting cost effective operations and reducing disruptions to jurors and their employers.
  • Provides oversight for Jury Pool projects, including the design, review, and improvement of operational functions, workflow procedures, technological tools, forms and summonses, and physical facilities.
  • Reviews, assesses, and updates jury related policies, forms, and documentation to ensure consistency, accuracy, and compliance with state and local guidelines.
  • Works closely with members of the judiciary and executive level staff across multiple justice stakeholders-including the COCC, State Attorney's Office, Public Defender's Office, and the Administrative Office of the Courts-to coordinate effective jury operations and develop collaborative improvements.
  • Partners with the County's Information Technology Department and the COCC Technical Services Department to monitor system performance, address operational needs, and support modifications, testing, and implementation of software enhancements for the jury management system.
  • Ensures that the judiciary receives enough qualified prospective jurors, maintaining strict adherence to the Supreme Court of Florida Jury Management Program's guidelines and standards.
  • Responds to inquiries, concerns, and issues raised by citizens, prospective jurors, sworn jurors, judicial offices, government agencies, and members of the media, providing clear, accurate, and customer focused information.
  • Leads the planning, research, development, implementation, and evaluation of a wide range of projects and programs related to Jury Pool Operations, ensuring strategic alignment and operational effectiveness.
  • Performs complex data analysis, process reviews, and policy assessments to support operational decision making, forecasting, and continuous improvement initiatives.
  • Generates detailed reports, summaries, and recommendations based on operational trends, system performance, and jury utilization data.
  • Performs other related professional, administrative, and operational duties as required to support efficient court functions and ensure the integrity of Jury Pool Operations.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Advanced knowledge of the Judicial System, court operations, and/ or Jury Pool management to include knowledge of applicable rules and laws.
  • Ability to manage complex, high volume operational processes while ensuring accuracy, efficiency, and compliance with court requirements.
  • Knowledge of Florida statutory requirements and Supreme Court Jury Management Program guidelines, ensuring legal compliance in all jury operations.
  • Knowledge of modern jury management systems and court technology integration, including software functionality, data flows, data analytics, reporting techniques, and system enhancement processes.
  • Ability to work under pressure. Flexibility to deal with constant changes. Basic understanding of automated systems.
  • High level communication and customer service skills, including the ability to effectively communicate and address juror inquiries, public concerns, and sensitive court related matters professionally. Ability to engage with the different stakeholders - judiciary, justice partners, and managerial and professional staff from the Clerk of the Courts and Comptroller and various other court agencies.
  • Project management skills to plan, coordinate, and monitor initiatives related to systems upgrades, operational improvements, policies, and facilities.
  • Ability to balance judicial needs with cost efficient juror summons strategies, optimizing resources and minimizing inconvenience to the public.
  • Ability to adapt to evolving technologies, system upgrades, and policy changes, ensuring uninterrupted support for jury operations.
  • Skill in using and navigating complex case/jury management, or related software.
  • Advance proficiency with Microsoft Office applications.
  • Demonstrated capability to navigate sensitive situations, balance competing priorities, and maintain operational continuity in a court driven/legal/governmental setting.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS

Work is primarily performed in office/court environment, with extended periods at a computer.
