Minimum Qualifications

Associates degree and three years of clerical experience related to legal records or courtroom procedures to include two years of related supervisory experience are required. Additional legal records or courtroom procedures experience may substitute for the required education on a year-for-year basis.

POSITION SUMMARY

Manages and oversees the daily operations of assigned court processing units to ensure the timely, accurate, and efficient handling of warrants, electronic court filings, case records, bond transactions, and related court operations. Supervises the processing of arrest and probation warrants, electronic pleadings, document imaging and indexing, bind-up/bind-down cases, and Traffic Citation Accounting Transmission System (TCATS) functions to ensure compliance with court procedures, statutory requirements, and quality standards. Monitors staff productivity, operational performance, and record accuracy while maintaining the integrity of court records and financial controls.

Develops and implements operational policies and procedures, prepares statistical and operational reports, conducts staff meetings, and oversees employee recruitment, training, performance evaluations, and promotional activities. Addresses performance and conduct issues through progressive discipline and performs related supervisory and administrative duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Ensuring the timely and accurate processing of arrest and probation warrants, electronic pleadings submitted through the FCCC e-Portal and Clerk's Filing Application (CFA), and case files prepared for scanning and indexing in the Document Content Capture Management (DCCM) system. Directs and monitors the processing of bind-up and bind-down cases to ensure compliance with court procedures and established timelines. Supervises the administration of Traffic Citation Accounting Transmission System (TCATS) functions, including citation transmissions, error resolution, quality control reviews, statistical reporting, and correspondence with the Florida Department of Highway Safety and Motor Vehicles (DHSMV). Ensure operational efficiency, adherence to policies and procedures, and the integrity and accuracy of court records.
  • Ensuring the timely processing of surety and cash bonds related to arrests. Ensures all bond transactions are handled in compliance with court procedures, statutory requirements, and financial controls. Maintains accurate recordkeeping and ensures timely processing of all bond-related activity. Monitors staff productivity, quality control, and overall operational performance to ensure efficiency, accuracy, and effective service delivery within court operations.
  • Attend internal and external meetings with supervisory staff and employees.
  • Communicate updates, and support implementation of departmental initiatives, process improvements, and policy changes.
  • Operates word processing, micro-computer or advanced typewriting equipment to prepare and create reports, generate correspondence and complete meeting minutes.
  • Assigns and reviews the work of subordinate supervisory staff and other employees engaged in clerical work. activities: provide advice and assistance as questions arise concerning work tasks and unit procedures.
  • Prepare monthly reports the assigned operational area, including budgeted hours, statistical summaries, and case review/correction data. Plan, schedule, and conduct monthly staff meetings, including agenda development and documentation.
  • Develop, implement, and update operational standards, policies, procedures, and staffing requirements to support efficient court operations.
  • Support employee recruitment, training, performance evaluations, and promotion processes to ensure a qualified and effective workforce.
  • Conduct progressive discipline which will sometimes lead to Record of Counseling (ROC) or Discipline Action Reports (DAR) that will possibly lead to suspension, demotion, or termination.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Candidates must have proficiency in Microsoft Office Suite applications (Work, Excel, PowerPoint, etc.).
  • Candidates must be able to communicate both verbally and in written formats to various levels within the organization.
  • Candidates must possess good analytical skills.
  • Candidates must be able to work independently with minimal supervision.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS

Work is primarily performed in office environment, with extended periods at a computer. May involve light lifting (up to 10 lbs.).
