The Second Judicial District is accepting applications for a Court Operations Manager to oversee the Behavioral Health Unit. This position provides advanced supervisory and administrative leadership for court operations serving justice-involved individuals with behavioral health needs.
The Behavioral Health Unit is a newly established unit within Court Administration, bringing together Civil Commitment Court, Treatment Courts (Mental Health Court, DWI Court, Veteran’s Treatment Court, and Adult Substance Abuse Court), and Criminal Competency (Rule 20) Court. As the unit is formed from existing court administration areas, the Court Operations Manager will play a key role in supporting and advancing this transition. This position is responsible for overseeing court administration functions, staff, workflow, and operational processes that support these specialty court areas.
The home location for this position is the Ramsey County Courthouse, 15 W Kellogg Blvd, St. Paul, Minnesota, with travel to other courthouse locations throughout Ramsey County. While the primary work location is onsite, flexible and remote work options are available based on business needs. Remote work requires the ability to report onsite on short notice when necessary.
This position exercises considerable independent judgment, initiative, and discretion in developing work methods and operating procedures within established judicial system and district policies. The Court Operations Manager is permitted latitude in organizing staff, modifying procedures, determining priorities, and resolving operational issues.
Work is performed independently within procedural and statutory guidelines under the general supervision of the Civil and Behavioral Health Division Administrator.
Responsibilities

- Manages, directs, and coordinates work through subordinate staff responsible for case processing and court administration functions for the Behavioral Health Unit, including Commitment Court, Treatment Courts, and Criminal Competency (Rule 20) Court.
- Oversees day-to-day operations of Behavioral Health Unit, ensuring accurate, timely, and efficient case processing and coordination.
- Directs and balances workflow to ensure equitable and efficient distribution of work, timely handling of priority matters, and compliance with statutory and court-ordered deadlines.
- Participates in strategic planning for the division and implements approved initiatives related to behavioral health court operations.
- Develops, recommends, and implements policies and procedures to comply with statutes, court rules, and judicial orders; revises procedures to improve efficiency and service delivery.
- Interprets statutes, rules, and court orders and provides procedural guidance to staff, justice partners, and the public.
- Provides leadership and guidance to staff regarding new legislation, court rules, and procedural changes impacting behavioral health cases.
- Reviews performance, backlog, and exception reports; identify trends and implement corrective actions as needed.
- Serves as liaison between the court and internal and external stakeholders, including judges, justice partners, treatment/service providers, county agencies, attorneys, and the public.
- Coordinates and facilitates meetings with judges, justice partners and other stakeholders.
- Oversees staffing functions including hiring, training, evaluation, discipline, and development of subordinate employees.
- Coordinates with district leadership and State Court Administration on technology initiatives, court processes, and data integrity.
- Oversees the preparation and timely submission of statistical, operational, and financial reports required by state, county, or grant-funding entities.
- Manages budget-related activities for assigned court operations, including monitoring expenditures, supporting grant-related reporting, and managing procurement and contracting in compliance with all applicable policies and laws.
- Partners with district/division leadership, judges and justice partners on public and legislative outreach.
- Ensures court facilities and courtroom operations meet operational needs; addresses space, security, and logistical issues in coordination with district partners.
- May perform lower-level clerical or operational duties as necessary to maintain continuity of court operations.
Minimum Qualifications
The Minnesota Judicial Branch recognizes that individuals may meet qualifications through a combination of education, training, and experience.
- Graduation from an approved high school or equivalent.
- Minimum of four years of experience supervising and leading staff.
- Experience working in court administration, court operations, or legal setting, particularly in criminal, commitment, competency, or treatment court settings.
- Familiarity with Microsoft Word, Excel, SharePoint, and Outlook.
- Demonstrated ability to exercise independent judgment and manage complex operations.
- Experience working in an environment managing multiple competing demands.
Knowledge, Skills, and Abilities
- Knowledge of court procedures, policies, legal documents, and laws related to criminal, commitment, treatment court, and competency proceedings.
- Thorough knowledge of the organization, operations, and functions of a high-volume district court.
- Knowledge of effective supervisory, leadership, and management practices.
- Knowledge of financial principles, including budgeting and grant management.
- Ability to exercise sound independent judgment and make decisions in accordance with laws, regulations, and court policies.
- Ability to plan, assign, and supervise the work of subordinate employees in a complex court environment.
- Ability to lead and manage organizational change, implement projects, and improve operational processes.
- Strong verbal and written communication skills, including the ability to clearly explain complex concepts and communicate effectively with a wide range of stakeholders.
- Ability to establish and maintain effective working relationships with judicial officers, court staff, justice partners, and the public.
- Demonstrated adaptability and proficiency in the use of technology systems and applications.
- Strong problem-solving skills and the ability to manage competing priorities and deadlines.
- Ability to achieve operational goals and work outcomes through effective leadership of staff.
Preferred Qualifications
- Bachelor’s degree in organizational management, leadership, public administration, criminal justice, business administration, management, law, or a related field.
- Knowledge of behavioral health–related court processes and collaboration with treatment providers and justice partners.
- Experience working with Minnesota Judicial Branch technology systems, including MNCIS.
- Experience in project management.
- Experience leading a team through operational or structural changes.
- Experience in a customer service–focused environment.
- Experience with procurement and grants, including grant applications, grant reporting, and contracting.
- Experience working with county-based service providers and partners.
Working Conditions
Work is primarily performed in an office setting with regular public contact. This is a hybrid position requiring work in courthouse locations with the option for remote work based on business needs. Duties include contact with individuals who may have mental illness, chemical dependency, or other behavioral health challenges and who may be disruptive.
Physical Demands
Work is primarily sedentary and requires frequent sitting, talking, and hearing, with occasional walking, standing, bending, and lifting items weighing less than 25 pounds. Extensive computer use is required.
