Costing Engineer - Scheduler

Location: Massachusetts (Boston area)

Duration: 6 months (might be extended)

Start Date: June 9th - June 16th

Responsibilities: Cost Expinditure, Cost Control, Scheduling-support Project Controls, Estimating, Budgeting - (Civil Construction for Big Pharmaceutical project)
• Responsible to control and monitor project total expenditure including verifying and

checking of invoices and claims from suppliers, vendors and subcontractors to ensure

that all project expenditures are captured and properly recorded.
• Provide planning and cost controlling support for all projects which includes variation

reporting, monitoring of milestone progress to the preparation of customer billing

processes.
• Perform and manage project activity scheduling and monitoring.
• Perform technical and commercial review of subcontractor's quotations for the

preparation of Service agreements.
• Coordinate and work with the project management team to resolve project issues to

ensure the delivery/completion of the project work.
• Attend project meetings and discussions with the PMT and external clients.
• Perform project costing related reporting to the team and management's review on a

monthly basis to ensure that expenditures are kept within the project budget.
• Provide cost control and planning advice to the internal PMT team as and when

required.
• Undertake any other ad-hoc duties as required.

Requirements:
• Degree in Engineering with specialization in Project Management or Cost Control

related training.
• Min 2 years relevant and similar capacity in project estimating and cost controlling

preferably in Civil Construction.
• Technically strong in project cost planning, scheduling and reporting.
• Knowledge in the use of Heavy Job software.
• Demonstrate strong interpersonal, communication and presentation skills.
• Strong analytical and problem solving skills and meticulous.
• Possess good project background and technical writing ability and skills.
• Mature, proactive, resourceful and hands-on with good initiative.
• Independent worker who is able to work well with minimal supervision

  • Development of Cash flows and providing the Accounting department with necessary information for invoicing and accounting
  • Administers budget variance tracking for the project
  • Review new project budget and cost codes against estimates
  • Manage the Project Status Report process for all projects within the regional office
  • Review all monthly Project Status Reports with the Operations Manager prior to issuing to Corporate Office
  • Analyze department team forecasts
  • Review status of project Change Order
  • Manage the Contract Modification process within CMiC, review final entry prior to posting
  • Review project Cashflow reports with each project team
  • Assists with the development and management of the cost control systems to provide project and company management with accurate financial information
  • Generate project progress charts and cost reports.
  • Handle cost engineering functions involving budget preparation, cost control, forecasting and cost reporting.
  • Interpret contract and handle financial risk and current cost control database.
  • Monitor detailed construction project cost and cash flow reports developed by CMA.
  • Monitor, evaluate and update project cost data on budgeted amounts.
  • Reconcile and coordinate project cost data with client status reports.
  • Support forecast of time and cost problems by offering trending information.
  • Support past period cost performance report and fiscal budget annually.
  • Consolidate project data from CMA to sub-program data.
  • Assist in Program Manager's budgeting process with Area-wise unit cost data.
  • Use updated unit cost data to support Service Planning and Estimating.
  • Manage Project Management database.
  • Handle resource planning, milestone coordination and schedule tasks.
  • Contact and support Project Controls and Scheduling individuals in role execution.
  • Maintain appropriate corporate estimating records.
  • Develop and update cost and resource loaded construction schedules.
  • Establish and maintain harmonious client relationship to support project delivery and client satisfaction.
  • Submit monthly reports to Project Manager and support internal reports preparation.
  • Supervise planning, scheduling and cost engineering.
  • Maintain project personnel relationships with individual discipline group leaders.
  • Determine schedule, estimates and work scope to execute and complete deliverables within budget.
  • Interact with client counterparts and management to plan and schedule cost presentation.
  • Develop and execute measurement systems to process, analyze and identify improvements.
  • Analyze data, identify issues and recommend suitably.
  • Support cost control as per contractual procedures, objectives and requirements.
  • Develop cost trend estimates and new techniques to support project cost trend programs.
  • Conduct investigating requirements to estimate and control cost data.
  • Support administrative and organizational activities to perform cost analysis and estimation.
  • Verify scope trends and estimate costs by using contract terms.
  • Execute schedule change management process to approve changes.
