PRIMARY PURPOSE:
Provide leadership in development, implementation, and coordination of a comprehensive program of health services for the district. Participate in nursing policy formulation and decision-making. Lead and any health-related response teams.
QUALIFICATIONS:
Education/Certification:
- Bachelor's degree in nursing from an accredited college or university
- Seeks and maintains current certification in audiometric, vision, spinal, and other required screening from the Texas Department of State Health Services
- Licensed to practice professional nursing in the State of Texas
- First Aid and CPR Certifications
- CPR instructor certification preferred or recommended upon hire
- School district nursing experience preferred
Special Knowledge/Skills:
- Ability to organize, direct, coordinate, and evaluate health services
- Ability to interpret policies and procedures
- Ability to manage budget and personnel
- Knowledge of community medical and health care services
- Strong organizational, communication, and interpersonal skills
Experience:
- Three years of nursing supervision experience preferred
- Will also accept supervisory experience in a hospital, community, or corporate setting
MAJOR RESPONSIBILITIES AND DUTIES:
Characteristics Duties and Responsibilities
- Assist district administration in establishing, directing, and evaluating the program for health service as rendered in schools. Participate in development of and provide guidance for nursing policy formulation and decision-making.
- Assist staff members in interpreting school health policies regarding immunizations, communicable disease, medication, and emergency care of the ill and injured.
- Assist staff members in implementing and promoting the school health program with the following components: health appraisal, health promotion, health education/counseling, and maintenance of a healthy school environment
- Promote available and accessible health care services to students and employees using public, private, community, and personnel resources.
- Prepare and maintain complete and accurate records as required by administrative regulations, district policy, state, and federal agencies.
- Coordinate, comply, and submit all required reports of the school health programs to the Texas Department of State Health Services.
- Review, revise, and unify all health services documentation forms used throughout the District.
- Assist by ensuring that the school health offices have the equipment and supplies to maintain optimal healthcare delivery at each campus.
- Prepare an annual budget for the Health Services Department, and others as identified, based on identified health needs and priorities of the District.
- Coordinate with the district business department to initiate proposals for funding grants that enhance the development of health services systems.
- Practice within the defined limits of the Texas Nurse Practice Act, the American Nurses Association Standards of Clinical Nursing Practice, and the Standards of Clinical Nursing Practice of the National Association of School Nurses.
- Comply with Texas Department of State Health Services regulations, District policies, and the Beaumont Independent School District Health Services Guide.
- Display initiative, motivation, and aptitude for administering health services.
- Keep abreast of new medical and nursing developments in health-related fields that will enhance the effectiveness of health services.
School/Organizational Climate
- Recommend, interpret, and carry out policies of health programs to all concerned
- Recommend provisions for a school environment conducive to learning and working.
- Assist other departments with compliance of health related policies.
Personnel Management
- Assist with recruiting, interviewing, selection, and training of all health services personnel. Working cooperatively with campus principals, make recommendations about placement, assignment, discipline and dismissal.
- Assess professional credentials and expertise prior to recommending to assistant superintendents and principals for placement.
- Help staff interpret school health policies regarding immunizations, communicable disease, medication, and emergency care of the ill and injured.
- Develop and coordinate continuing evaluation of health programs and make changes based on findings. Recommend policies to encourage program involvement.
- Help school nurses and nurse aides manage all components of campus health service programs by telephone and through on-site visits.
- Consult with campus staff on referrals and provide follow-up services to meet health needs of students.
- Coordinate activities of the health program with outside agencies and members of the medical and health care community to ensure that students have access to adequate health services.
- Conduct meetings with school-based nurses.
Administration and Fiscal/Facilities Management
- Administer health budget and ensure that the program is cost effective. Manage funds prudently.
- Prepare annual budget and -cost estimates based on documented program needs.
- Implement and comply with policies established by federal and state law, Texas Department of Health rule, State Board of Education rule, and board policy in the health services area.
- Compile, maintain and file all physical and computerized reports, records and other documents required, including accurate, updated records of health information for all students and submit to Texas Department of Health and Texas Education Agency as needed.
- Assist in ordering supplies for all campus clinics and distribute.
- Recommend purchase, replacement, and repair of equipment to meet needs of campus health service facilities.
- Attend mandatory board meetings each month
Student Management
- Provide and coordinate clinical learning experience for professional nursing students.
- Make referrals to and request information from private physicians and community agencies for students and personnel.
- Collaborate with all campus principals regarding the identification and needed interventions of student and employee health problems.
- Serve as a professional consultant to school health nurses and administration where a student's specific health need requires a case management approach.
School/Community Relations
- Serve as liaison between the home, school, community, and medical association.
- Cooperate with the Beaumont Department of Public Health and Texas Department of State Health Services by maintaining compliance with communicable diseases and immunization regulations.
- Coordinate activities of the health program with those in the community, working with health departments, Texas Education Agency, and the Center for Disease Control and Prevention.
- Coordinate activities of the health program with civic and professional organizations, parents, physicians, dentists, private and voluntary agencies, and school and community health councils.
- Develop and maintain a positive working environment in Health Services.
- Develop and maintain an active public relations posture with employees and the community.
Professional Growth and Development
- Be aware of medical developments in the health field that could enhance program effectiveness.
- Plan and conduct professional development programs for nurses and nurse aides.
Other
- Perform duties in a professional, ethical, and responsible manner as defined in the Texas Education Agency Code of Ethics for Educators.

Supervise school nurses and health aides at campuses throughout the district.
