Coordinator of Grants & Regulatory Affairs

LC State invites applications for the position of Coordinator of Grants & Regulatory Affairs. This position is located in Lewiston, Idaho. Remote work is not available.

Salary and rank based on experience and qualifications: $49,754 - $57,000

Degree Required: Bachelor's degree in a relevant discipline from an accredited institution.

Required Qualifications:

• Experience with Microsoft Office (Word, Excel, and PowerPoint).
• Experience with reading and applying federal regulations, sponsor guidelines, or accreditation standards.
• Experience with working as part of a collaborative team.
• Experience with managing multiple projects and deadlines simultaneously.

Preferred Qualifications:

• Master's degree in a relevant field strongly preferred from an accredited institution.

• Preference for a graduate degree that was awarded based upon a successful defense of a thesis (rather than an exit exam, comprehensive exam, portfolio, or capstone project)

• Experience with any or all of the following:

• Working within an office of higher education.

• Collaborative research teams.

• Data analysis and interpretation.

• Reporting to federal and state government agencies on behalf of the institution.

• Institutional policy development or coordination.

• Reporting to federal and state government agencies on behalf of an institution.

• Enterprise research planning (ERP) software or student information systems software in higher educational settings (e.g. Banner or Colleague).

Responsibilities:

Grants and Contracts Administration

• Organizes and manages college-wide grant activity from inception through close-out, spanning pre-award and post-award phases.
• Reviews grant proposals for compliance with sponsor guidelines, federal regulations, and institutional policies prior to submission.
• Advises faculty, staff, and administrators on grant development, submission, budget management, reporting requirements, and close-out procedures.
• Monitors the federal, state and private sponsors on an ongoing basis to identify funding opportunity announcements relevant to the college's institutional priorities and programmatic needs.
• Tracks application windows, eligibility requirements, and submission deadlines for relevant institutional grant opportunities.
• Assembles and coordinates interdisciplinary proposal writing teams drawn from faculty, staff, and administrators in response to identified funding opportunities.
• Assists faculty in identifying relevant funding opportunities aligned with instructional and programmatic priorities.
• Maintains a grants information system to track and manage college-wide grant activity, deadlines, and reporting obligations.
• Works with the Budget Office, Controller's Office, and department personnel to ensure compliant financial management of awards, including effort reporting and allowable cost determinations.
• In consultation with the supervisor, works with college offices to establish and maintain compliant Facilities and Administrative (F&A) indirect cost recovery rates.
• Reports to federal and state government agencies on behalf of the institution as required by award terms and conditions.
• Assists and supports senior administration with state and federal appropriation strategies, including liaison with federal and state agencies and officials on grant-related issues.
• Supports coordination of activities of consultants and/or contractors engaged by the college to develop grant proposals and extensions.
• Assists in the development and delivery of grant support workshops and training for faculty and staff.
• Serves as the college's primary resource on federal and states laws and institutional policies as they apply to grants and contracts, including, but not limited to, 2 CFR 200 and export control regulations (EAR, ITAR, OFAC)
• Administers the college's financial conflict of interest (FCOI) policy for federally funded research and supports the responsible conduct of research (RCR) program, including coordinating disclosure processes, required training, and reporting to sponsors.

Institutional Review Board (IRB) Coordination

• Coordinates the operations of the college's Institutional Review Board, including managing protocol submissions, tracking approvals and renewals, and maintaining required records.
• Assists faculty and student researchers on human subjects research requirements and the IRB review process.
• Ensures that the college's human subjects research protections program remains compliant with applicable federal regulations, including the Common Rule (45 CFR 46).
• Communicates with researchers regarding protocol status, required modifications, and continuing review obligations.
• Supports the work of IRB members.

Institutional Research Accreditation Support

• Supports the college's compliance with the standards and requirements of its institutional accreditor by identifying, collecting, and organizing the institutional data and metrics needed to demonstrate compliance with accreditation standards.
• Works closely with the institutional research function to ensure that data used in accreditation evidence is accurate, appropriately documented, and presented in formats that satisfy accreditor requirements.
• Maintains organized documentation and evidence files that link institutional data and metrics to specific accreditation standards.
• Monitors accreditor communications, standard revisions, and reporting requirements; assesses implications for the College's data collection and reporting practices and advises leadership accordingly.
• Supports the preparation of data-driven components of annual institutional updates, interim monitoring reports, and other required accreditor submissions.
• Supports reaffirmation planning as cycles approach, particularly in compiling and organizing institutional data and metrics for self-study documentation.

Institutional Compliance Calendar and Reporting

• Maintains the college's institutional compliance calendar, tracking all regulatory, accreditation, grant, and contractual deadlines and reporting obligations across assigned areas of responsibility.
• Ensures that upcoming deadlines are communicated in advance to relevant administrators, faculty, and staff, and that required submissions are completed accurately and on time.
• Serves as a member of the college's compliance committee, contributing subject matter expertise across assigned regulatory areas.
• Maintains organized records of compliance activities, submissions, and correspondence to support audit readiness and institutional accountability.

Policy Coordination

• Monitors changes in federal, state, and accreditor regulations relevant to grants and contracts, institutional research, and related compliance areas; assesses implications for existing institutional policies; and coordinates policy revision processes as needed.
• Drafts, revises, and maintains institutional policies within assigned areas in collaboration with the VP and relevant offices, ensuring policies remain current, compliant, and consistently applied.

Data and Reporting

• Contributes to and supports college-level data documentation.
• Queries, processes, analyzes, and reports on grant activity and compliance data as needed.
• Translates technical regulatory requirements and compliance obligations to non-technical audiences across the college.

Other Duties

• Serves on key strategic planning and assessment committees as assigned.
• Other duties as assigned.
• Additional duties include direct and indirect activities to support recruitment and retention of students.
