Under the direction of the Executive Director of Special Education and Director of Special Education Placement & Services, the Coordinator of Nonpublic will provide support to school leaders and district office staff in the management and administration of Nonpublic, and services in accordance with State and Federal regulations. The coordinator is responsible for management of all activities of the nonpublic services and the support of City Schools' students with disabilities to ensure the development of quality IEPs and appropriate recommendations for special education and related services. The coordinator manages the trainings, technical assistance and support to nonpublic liaisons, educational specialists, and other related staff. The coordinator also manages the placement processes of students with disabilities in nonpublic settings.

Essential Functions

  • Leads the continuous improvement of nonpublic programs by establishing goals, aligning strategies, utilizing research-based practices, and supporting schools and staff to expand and improve student opportunities.
  • Supports the development and implementation of systemic professional development for staff that support students with disabilities.
  • Provides appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff.
  • Develops public/private partnerships with the state and nonpublic schools to govern appropriate student placement/program options.
  • Provides technical assistance and support to City Schools' staff, parents, outside agencies and other school systems in matters related to assigned areas.
  • Directs the activities related to the management of students placed in nonpublic settings, including the placement, case management and tuition reimbursement payments for City Schools students placed in nonpublic schools.
  • Identifies instructional interventions to increase the academic achievement of students in Nonpublic.
  • Utilizes resources appropriately to complete work in the most efficient manner; proactively communicates the status of work; participates and contributes fully as a team member; and exercises sound judgment and decision-making skills to resolve sensitive matters.
  • Maintains confidential and sensitive information.
  • Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal laws, state laws, school board policies, administrative regulations, and professional standards.

Maximum Salary 180471.00

Minimum Salary 101250.00

Desired Qualifications

  • Master's degree in educational administration, special education, or a related services area. Degree must be from an accredited college or institution.
  • Possession of or eligible for a valid Advanced Professional Certificate from Maryland State Department of Education with an endorsement in Generic Special Education or appropriate Related Services area and Administrator I.
  • Five years of supervisory/administrative/management experience in special education, student services, or related field preferably in a large urban school district. At least eight years of relevant full-time professional experience.
  • Demonstrated experience with federal and state legislation and guidelines governing the education of students with disabilities and assessment process.
  • Knowledge of the IEP process and all assessment tools including but not limited to MCAP, MISA, Alternate Assessments and benchmarks for students with disabilities.
  • Ability to maintain confidentiality.
  • Interpersonal skills that ensure effective team building.
  • Demonstrates organizational, management, leadership, and supervisory skills.
  • Ability to multi-task, prioritize changing assignments, and organize busy workload, meet deadlines, and work well under pressure, while exercising excellent attention to detail.
  • Ability to work collaboratively and develop strong working relationships with district staff, administrators, community agencies, government partners, and other stakeholders.
  • Excellent verbal and written communication skills, including the ability to present complex information, policies, and procedures to diverse audiences with tact and diplomacy.
  • Proficiency in Microsoft Office Suite (including Excel and PowerPoint), electronic databases, case management systems, and other technology applications.
  • Ability to exercise independent judgment in researching issues, analyzing data, preparing reports, and formulating recommendations.

In accordance with Maryland law, City School is required to share the position salary ranges in its entirety. Please note, this is not the hiring range. The hiring range for this position is ($101,250 - 149,361).
