BASIC FUNCTION: Under the direction of the Director of Facilities, coordinate and direct operational management of the capital development programs of the District through the California Department of Education, Office of Public Construction.

REPRESENTATIVE DUTIES: (Incumbents may perform any combination of the essential functions shown below. E = Essential Functions

• Coordinate and submit all required forms for site acquisition funding to the appropriate agency. E
• Assist in the processing projects through local, state and other jurisdictional agencies. E
• Update and submit applications for new construction and modernization eligibility. E
• Identify and evaluate sites for acquisition. E
• Conducts site assessments for toxic materials; submit required forms for remediation. E
• Assist Facilities Management in establishing a comprehensive facilities management plan. E
• Assist in analyzing and recommending budgets, contracts, and policy background information. E
• Oversee tracking and reporting expenditures of project closeout. E
• Work with local, state, and other agencies to maintain current knowledge of legislation, policies, and regulations relating to the District capital programs. E
• Assist in maintaining and setting District guidelines, standards, and procedures for capital development programs. E
• Coordinate and supervise the management of facility related work. E
• Coordinate and supervise work of assigned personnel. E
• Provide required reports to the Assistant Superintendent and Director of Facilities. E
• Oversees all real estate and property matters for the District. E
• Provides technical support for required maintenance, repair, and modifications at school sites to the District's Buildings and Grounds department. E
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

TRAINING, EDUCATION AND EXPERIENCE: Any combination of education, training and/or experience equivalent to: a bachelor's degree in architecture, city planning or related field; four years of management with increasing responsibility. Supervisory experience in real estate, design, production or field supervisory experience in various types of construction; educational, commercial, multi-residential, and public sector projects.

LICENSES AND OTHER REQUIREMENTS:

Valid California Driver's License

Employment eligibility will include fingerprints, tuberculosis and/or other employment clearance

KNOWLEDGE AND ABILITIES

KNOWLEDGE OF:

• Principles of real estate, facilities planning, architectural design, and construction management
• Practices of architecture and construction processes
• Site acquisition and disposition; site planning, civil, structural, and other disciplines pertinent to schools, industrial, commercial and office facilities
• Applicable codes, ordinances and regulations for local, state, and federal jurisdictions

ABILITY TO:

• Manage several programs at various levels and phases of completion
• Meet schedules and timelines
• Analyze situations accurately and adopt an effective course of action
• Train and supervise personnel
• Operate a computer terminal to enter data, maintain records, prepare and generate reports
• Communicate effectively in English, orally and in writing
• Read, interpret, apply and explain rules, regulations, policies, and procedures

WORKING CONDITIONS

ENVIRONMENT:

Office environment; fast-paced work, constant interruptions; traveling to conduct District business.

PHYSICAL REQUIREMENTS:

Dexterity of hands and fingers to operate a computer keyboard; sitting or standing for extended periods of time; hearing and speaking to exchange information and make presentations; seeing to read, write and use the computer; kneeling and bending at the waist, reaching overhead, above the shoulders and horizontally; lifting moderately heavy objects.
