JOB SUMMARY:
The State Attendance and Homeless Education Coordinator provides statewide leadership for the development, implementation, and continuous improvement of attendance and homeless education initiatives to support student engagement, educational access, and academic success. This position serves as the West Virginia Department of Education's lead for attendance strategy and as the State Coordinator for Homeless Education under the McKinney-Vento Homeless Assistance Act, overseeing policy implementation, grant administration, data-informed decision-making, technical assistance, professional learning, and cross-agency collaboration. The coordinator partners with WVDE offices, local educational agencies, and community stakeholders to strengthen systems, remove barriers to student success, ensure compliance with state and federal requirements, and promote equitable outcomes for all students.
DUTIES AND RESPONSIBILITIES
Develop and oversee a statewide attendance and engagement strategy aligned to federal accountability requirements, WVBE Policy 4110, and state priorities, serving as the statewide lead for coordinating WVDE's attendance initiative across policy implementation, technical assistance on statutory attendance requirements and appeals, data systems, professional learning, and cross-agency collaboration.
Lead the ongoing development, maintenance, and dissemination of statewide messaging, guidance documents, training resources, and support materials that emphasize data-driven, prevention-oriented, and MTSS-aligned attendance practices.
Assist counties in embedding attendance strategies into LEA and school strategic plans, school improvement plans, MTSS frameworks, and other continuous improvement efforts while providing technical assistance to support implementation.
Analyze statewide attendance, chronic absenteeism, enrollment, and accountability data to identify trends, root causes, and priority needs across counties and schools while promoting accurate data collection and reporting practices.
Coordinate with WVDE offices, data teams, and external stakeholders to align attendance efforts, improve reporting tools and data quality, implement the statewide attendance framework, and advance strategic initiatives.
Collaborate with state and local partners to strengthen wraparound supports that address barriers to attendance and provide professional learning, coaching, and technical assistance to county attendance directors, school leaders, and support staff.
Serve as the State Coordinator for Homeless Education by providing leadership and oversight for the implementation of the McKinney-Vento Homeless Assistance Act and related state and federal requirements.
Administer and oversee the McKinney-Vento grant program, including grant implementation, monitoring, reporting, fiscal oversight, and technical assistance to local educational agencies to ensure compliance with applicable state and federal requirements.
Provide guidance, professional learning, and cross-agency coordination to support local homeless liaisons, promote the identification, enrollment, attendance, educational stability, and academic success of children and youth experiencing homelessness, and remove barriers to educational access.
Perform other duties as assigned by the State Board of Education, State Superintendent of Schools, and Associate/Assistant Superintendents.
EDUCATION AND EXPERIENCE:
Master's degree from an accredited institution in education, educational leadership, or a related field, with a minimum of five years of professional experience in public education or a related setting.
Valid Educational Leadership/Administration certification or licensure for Social Service and Attendance preferred.
Demonstrated knowledge of and experience with attendance improvement strategies, chronic absenteeism prevention, student engagement initiatives, and evidence-based practices that promote regular school attendance and educational success.
Knowledge of federal and state laws, policies, and accountability requirements related to attendance, student support services, and the McKinney-Vento Homeless Assistance Act, or the ability to acquire such knowledge.
Demonstrated ability to collaborate across agencies and organizations, facilitate stakeholder engagement, and build partnerships that address barriers to student attendance and educational access.
Demonstrated effective written, verbal, facilitation, and presentation skills with adult audiences.
PHYSICAL REQUIREMENTS:
This position is classified as sedentary work, involving prolonged sitting (6-8 hours daily) at a desk or computer workstation. Occasional demands include standing or walking short distances within the office and lifting/carrying up to 10 pounds. This role requires close visual acuity for reading documents and computer screens, clear speaking/hearing for communication, and repetitive wrist/hand motions. The staff member understands this is a full-time, on-site position based in Charleston, WV. Remote work options are not available for this position.
The staff member understands that work assignments may change or be added, as priorities emerge with the West Virginia Department of Education (WVDE).
EMPLOYMENT RELATIONSHIP:
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is "at-will" and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.
The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
