Be the Bridge: Join Superior Police in transforming crisis into care - as a Coordinated Response Specialist, youll connect compassion with action on the front lines of mental health, addiction, and homelessness response.

Purpose and Overview

The Coordinated Response Specialist enhances police crisis response. The Coordinated Response Specialist (CRS) will work closely with officers of the Superior Police Department to enhance responses to mental health, chemical dependency, and homelessness related calls for service. This role focuses on crisis intervention and connecting individuals to resources outside of the criminal justice system. The CRS work will work within the Superior Police Department and report to the Patrol Sergeant.

Employment Standards

General Responsibilities

  • Develop and implement solutions for homelessness, chemical dependency, and mental health concerns in the community.
  • Provide referrals to community resources and ensure follow-up support to clients and their families.
  • Offer short-term case management services.
  • Build and maintain partnerships with shelters, healthcare providers and social service organizations.
  • Support the "Pathways to Hope" Substance Use Disorder Deflection Program through referrals and case management.
  • Work alongside Superior Police Officers to assist individuals in crisis, particularly those affected by substance abuse disorders to provide immediate support and intervention.
  • Assist with crisis intervention training for law enforcement officers.
  • Respond to requests for assistance from the Superior Fire Department and Mayo Ambulance service as needed.
  • Collaborate with surrounding jurisdictions to develop a unified approach to information sharing and individualized care for individuals experiencing crises.
  • In some cases the CRS will co-respond to calls for service alongside law enforcement to provide immediate support and intervention.
  • Perform additional related duties as assigned.

Ancillary Assignments

  1. Community presentations.

  2. Attend meetings with community agency partners as needed.

  3. Collaborate with the public and agency partners to solve issues affecting the community.

Knowledge

  • Working knowledge of Wisconsin Statutes and local laws related to mental health, chemical abuse, and homelessness.
  • Some knowledge of community resources and how to access them.
  • The ideal candidate will have a comprehensive knowledge of crisis intervention and the ability to assess when a situation is best handled through alternative services.

Requirements/Special Requirements

Education & Experience Requirements

Any combination of training and experience that provide the required knowledge and abilities is qualifying. A typical way to obtain these knowledges and abilities would be:

  1. Bachelor's Degree from an accredited college or university in Social Work, Psychology, Counseling, Criminal Justice, or a related field.

  2. Two years of experience related to this role;

OR

  1. Master's Degree from an accredited college or university in Social Work, Psychology, Counseling, Criminal Justice, or a related field.

  2. One year of experience related to this role.

Ideal candidates will have at least two years of experience working with individuals in crisis and experience in mental health, chemical dependency , and/or social work.

Experience in conducting mental health and or/chemical dependency assessments is desired.

Requirements

  • Must pass a police background investigation prior to hire.
  • Must pass post job offer medical exam for the specified occupation, and drug screen.
  • Must possess and maintain valid drivers license and insurance or be able to provide transportation as approved by supervisor.
  • Must pass a 12-month probationary period to demonstrate and skills and abilities to perform the requirements of the position.

Position Conditions

  • Required to work in the office at the police department and in the field independently and interdependently with one or more officers and/or their CRS partner
  • Perform work outdoors which may require exposure to adverse environmental conditions such as dirt, odors, humidity, rain, temperature, noise, etc.
  • May be required to speak in public to inform, educate, and promote the work of the CRS.
  • Typical work schedule is Monday-Friday days, but it is subject to change based on need to attend meetings or training, address crisis incidents, follow-up support to clients, etc.

1) Health/Dental Insurance: Will be effective the first of the month following 30 days of employment. The 2026 monthly health/dental insurance premiums (employee portion is 12.6%) to be deducted from the first 2 paychecks each month:

There are two health plans to choose from for 2026. Plan options and premiums are listed below. The premiums also include dental.

Medica - Passport Plan

Single: $142.66 (2 deductions of $71.33)

Employee + 1: $298.14 (2 deductions of $149.07)

Family: $456.44 (2 deductions of $228.22)

Medica - Essentia Choice Care Plan

Single: $115.02 (2 deductions of $57.51)

Employee + 1: $240.30 (2 deductions of $120.15)

Family: $368.32 (2 deductions of $184.16)

The City has a High Deductible Health Plan (HDHP) with a Health Savings Account (HSA). The 2026 annual deductibles are: $3,400 for Single coverage & $6,800 for Employee+1 or Family coverage. The City will contribute $1,700/$3,400 of that annual deductible into your Health Savings Account (HSA) for 2026, which will carry over if not used and is always yours to use until spent. There is no proration on the deductible or the City's contribution.

2) WI Retirement System (WRS) - The WRS is among the best funded and best managed public pension systems in the country!: You will be required to make contributions to your WRS benefit at 7.20% (in 2026) of your gross wages. The City will contribute the balance of this benefit, 7.20% in 2026 (14.4% going into your retirement!).

3) Life Insurance: To be effective the first of the month following 30 days from the date of hire. Basic coverage (= 1 x annual salary) paid by City (must enroll to receive), ability to purchase four additional units of coverage (= 4 x annual salary) plus spouse/dependent coverage.

4) Paid Leave: For newly hired employees, 15 paid leave days will be prorated based on the date of hire and are available to use immediately.

5) Paid Parental Leave: Up to six weeks of paid parental leave is available to employees to use following the birth or adoption of an employees child, or placement of a foster child.

6) Holidays: Eleven holidays off with pay each calendar year.

7) Longevity pay when eligible as follows:

After five (5) years of service, employees will receive $.20 per hour in addition to their base salary ($.14 per hour for Battalion Chiefs);

After ten (10) years of service, employees will receive $.30 per hour in addition to their base salary ($.21 per hour for Battalion Chiefs);
