GTSC is hiring a Senior Contracts Administrator with 5 or more years recent experience in managing Federal contracts and subcontracts with a Government Contractor. This position will report to the Corporate Director of Contracts & Procurement.
MISSION: You are responsible for activities that span the entire Contract life cycle, including but not limited to: cradle to grave contract and subcontract administration with a focus on pre award support including but not limited to: negotiating non-disclosure agreements (NDAs) and teaming agreements (TAs), preparation of solicitation packages to subcontractors negotiation of terms and conditions and price of prime contracts and subcontracts agreements, price analysis. Post award administration including but not limited to: Maintenance of compliant contract/subcontract/purchasing files in accordance with a DCMA approved purchasing system, issue resolution, closeout activities, cradle to grave procurement processing.
This position is onsite in Chantilly, VA for the first 90 days, and, then becomes hybrid-eligible. The incumbent supports tendering processes, contract monitoring, supplier compliance, and audit readiness within a public accountability environment.
Qualifications & Requirements
Experience
- Minimum 5 years of experience in cradle-to-grave Prime and Subcontract Management with demonstrated knowledge of FARs & DFARs, in a Contractor Purchasing System Review (CPSR) environment.
Education
- Bachelor's degree; or an equivalent amount of education and minimum 10 years of related experience.
- Professional certification in public procurement (e.g., CPCM, or equivalent) is highly desirable.
Primary Responsibilities
Contract/Subcontract Administration
- Conduct Cradle to Grave Prime Contract and Subcontract Administration including but not limited to acting main liaison for GTSC to Government Contracting Officer, review award, conduct day to day cradle to grave contracts and subcontracts administration duties.
- Develop prime contract flow-downs in a manner consistent with prime contract requirements, mitigate risk to GTSC, and operational objectives.
- Assist in constructing Procurement policies consistent with the requirements of a DCMA approved procurement system.
- Negotiate Non-Disclosure Agreements (NDAs) and Teaming Agreements (TAs).
- Create moderate to complex Subcontractor solicitation package in accordance with Customer/Government and Company requirements.
- Sources, solicits, and evaluates supplier/subcontractor proposal responses.
- Conducts price and cost analysis.
- Negotiates and administers prime contracts and subcontracts of various types and complexities.
- Acts as primary interface between Contracting Officers, Subcontractors, and the Company program personnel.
- Regularly interacts with internal and external stakeholders as required.
- Deal effectively with prime contract and subcontract issues of varying degrees of complexity and the drive to work issues to resolution.
- Ensure proper records management & file documentation in line with FAR and Company policies.
- Prepare documentation for internal and external audits.
- Support compliance reviews and respond to audit queries.
- The job duties are flexible and subject to change depending upon operational needs.
Procurement
- Prepare bidding documents, requests for quotations (RFQs), requests for proposals (RFPs), and tender notices.
- Manage supplier registration and maintain an approved vendor database in accordance with government requirements.
- Create and submit Purchase Orders.
- Follow up on open POs to maintain schedules.
