Description of Work

The Contract Specialist I serves as a subject matter expert for contracts, MOA/MOUs, and RFA/P/Qs that are initiated within the Division. The primary purpose of this position is to assist DSS staff with solicitations and contracts by providing technical assistance regarding proper procurement methods and drafting contract documents to ensure they are performance-based and meet Federal, State, Department, and Division requirements. This position will ensure procurement rules are followed; assist in problem research and resolution; and review and analyze scopes of work, contract budgets and budget narratives.

This position is responsible for ensuring contracts include the level of detail mandated by the Department regarding the inclusion of performance measures. Extensive interaction with DSS staff is required to ensure appropriate information is included in all solicitations and contracts. This position will provide technical assistance to program staff regarding procurement policies and procedures and will provide contract training to DSS program staff.

This position will ensure data is entered appropriately into appropriate systems. This position will encumber contract funds in the North Carolina e-Procurement System. This position is required to be knowledgeable in State Purchase and Contract procurement procedures and policies and DHHS performance-based contracting. This position requires effective time management to ensure contracts are executed timely. In addition, this position must be able to function in a fast-paced, dynamic environment and work strategically to perform work accurately and timely, while maintaining excellent customer service to internal and external customers.

The position must be proactive, perform work independently, and perform other duties as assigned.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $50,633 - $88,607

Recruitment Range: $50,633 - $81,946

• Demonstrated experience with contract management and procurement in a state, federal, or local government context. • Experience of contracting and procurement processes and requirements. • Experience in compiling data to prepare various contract documents and provide information on procurement and contracting functions. • Customer service experience on delivering value to the programs of DSS and the North Carolinians its programs serve.

Position is funded in part through federal funds. This position will close at 11:59 p.m. the night before the end date.
