Job Summary

Hiring Range: $59,092.80 - 75,064.08/Year. It is anticipated the hiring rate offered will be +/- the midpoint range depending on qualifications.

Port Corpus Christi Authority (PCCA) is currently seeking a dynamic professional to join our team! This position is responsible for supporting the Engineering department in preparing, reviewing, and coordinating the department's project and contract documents during the design, solicitation and construction phases of the Port's capital and maintenance programs, maintaining the proper records for projects, and providing general administrative support to the department. This position works closely with project managers, procurement personnel, contractors, consultants and other internal PCCA staff to ensure compliance with applicable policies and procedures.

ESSENTIAL FUNCTIONS

  • Coordinates, develops, reviews and monitors contract documents including solicitations, contract amendments and change order documentation for execution and manages the flow of documentation through project development phases and finalization of project close-out.
  • Works with the Port's Compliance and Assurance Department to ensure conformity with PCCA policies and departmental standards and procedures.
  • Assists with processing bid documents, addenda and other related items to the contract documents.
  • Assists project engineers and project managers in the preparation and processing of contract amendments, addendums, change orders and other project related documents and correspondence.
  • Maintains and monitors documents and files for project metrics, bids/proposals, quotes and contracts to include relevant data pertaining to the due dates, expirations, extensions, contractual milestones and/or change orders.
  • Maintains organized project files, records, correspondence, approvals, certifications, and documentation.
  • Assists in the development and coordination of Request for Qualifications (RFQ) and Request for Proposals (RFP) and Competitive Sealed Proposals (CSP).
  • Assists in the development, revision, and implementation of administrative systems and procedures.
  • Prepares reports, correspondence, summaries, contract status updates and other documentation as needed.
  • Provides administrative support to include initiating, preparing and proofreading of memos, letters, reports and other documents.
  • Prepares and monitors the Department's Master Service Agreements, Service Orders and Professional Service Contracts.
  • Coordinates, organizes and assists project engineers and managers with closing out project files.
  • Supports other Engineering Administrative staff as needed to meet specific deadlines and other administrative staff are out of the office.
  • Adheres to Port policy and maintains good employee relations.
  • Performs related duties as assigned.
  • Works as necessary to complete tasks and fulfill position objectives.
  • Tier 3 status designation.

CANDIDATE PROFILE

The preferred candidate for this position should be an adaptable self-starter, with strong organizational and critical thinking skills, thorough, and disciplined individual with a strong work ethic and focus on maintaining optimal integrity in support of the PCCA.

EDUCATION & CREDENTIALS

  • Minimum two years formal education or equivalent in Business Administration, Business Management or Public Administration, from an accredited college or university.
  • Experience in public-sector procurement requirements, capital improvement programs, infrastructure projects, or construction contracts.
  • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment
  • Valid driver's license

EXPERIENCE & JOB KNOWLEDGE

  • Minimum of three (3) years of experience working in an engineering or construction organization preparing and processing specifications and contract documents.
  • Familiar with construction terminology, engineering specifications, contract documents and/or project delivery methods.
  • Ability to prioritize multiple simultaneous deadlines.
  • Proficiency in MS Office, including Word, Excel, PowerPoint, Outlook and other related applications

TECHNICAL SKILLS

  • Highly organized and detail-oriented with strong analytical skills.
  • Ability to adapt to changing priorities, project changes and deadlines.
  • Ability to write technical letters, memos, specifications and prepare related presentations
  • Proficient in basic administrative skills and in reviewing and editing technical documents for diverse engineering and construction projects.
  • Demonstrates proficiency of the English language and advanced administrative skills
