The primary purpose of this position is to perform developmental assignments which are designed to provide the incumbent, who is serving in a trainee capacity, in the application of common contracting methods and contract types, and to assist in the procurement of standard or specialized service; supply; and/or construction items, services, and/or materials primarily through formal advertising, or through limited use of negotiation techniques.

  • Follows established procedures to procure off-the-shelf materials, which are available from numerous commercial sources, and are easily identified by common names for which standard price lists are available.
  • Responds to customer needs to procure repetitive items or services for which specifications have become standardized and where established competitive markets and price competition exists.
  • Prepares Request for Quotation (RFQ), Invitation for Bid (IFB) or Request for Proposal (RFP) ensuring that technical descriptions and appropriate provisions and clauses are included.
  • Assists in monitoring contract performance, contract closeout, and if needed, contract termination.
  • Monitors contract performance through telephone conversations, correspondence, site visits, inspections, analysis of contractor metrics, for compliance within performance standards, applicable laws, delivery schedules, payment provisions, inspections, progress reports, and other requirements stated in the contract.
  • Provides advice and assistance to others relating to contracting work and prepares correspondence.
  • Assist the Government Purchase Card (GPC) Agency/Organization Program Coordinator (AOPC) for the local contracting office.
  • Assist as a System Administrator. Providing technical consultation regarding operation automated acquisition systems.

If selected at the GS 07/09 level: Non-competitive promotion to the next higher grade level is dependent upon 1) satisfactory completion of the training requirements, 2) demonstrated ability to perform the duties at the next higher grade level, 3) fulfillment of all Office Personnel Management (OPM) legal and regulatory requirements for promotion, and 4) recommendation for promotion by the supervisor. A locally developed Individual Development Plan (IDP) will be established for the incumbent. This plan will be designed to provide the individual selected with the opportunity to broaden their knowledge and hone their skills to meet the full operating level of the Contract Specialist, GS-1102-11.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Incumbent must meet the continuing acquisition education, training, and experience requirements IAW DoDI 5000.66.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • IAW the Ethics in Government Act, 978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 days unless approved by TAG.

QUALITY OF EXPERIENCE

Length of time is not of itself qualifying. Candidates experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicants record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.

To qualify for a Contract Specialist, your resume and supporting documentation must support:

(A) Basic Contracting Requirement: A bachelors degree from an accredited educational institution.

AND

(B) Specialized Experience:

GS07-- Applicants must possess at least on year of specialized experience equivalent to the GS-05 grade level in the Federal service or equivalent experience in the private or public sector which includes: 1) Conducting basic phases of contract administration to include soliciting and evaluating contractor bids; 2) Negotiating contract terms for routine contracts such as fixed-fee and small competitive contracts; and 3) Experience assisting in business management, financial management, project management, risk management, or supply chain management.

OR

Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

  • A bachelors degree WITH Superior Academic Achievement (SAA) based on one of the following: (1) class standing (upper third standing in graduating class); (2) grade-point average (2.95 overall or over the last two years of a bachelors degree OR 3.45 in your major field or over the last two years in your major); or (3) election to membership in a national scholastic honor society; OR
  • Possess one (1) full academic year of graduate education or law school

GS 09- Applicant must possess at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private or public sector which provided: 1) Exposure to the full scope of contracting and acquisition; 2) Working knowledge in one or more of the following areas: (a) Knowledge of contracting authority and responsibilities; (b) Contract principles and knowledge of the Federal Acquisition Regulation, (c) Contractor responsibilities standards, (d) Regulatory compliance, (e) Knowledge of Federal supply schedule contracting, and (f) Knowledge of acquisition definitions and applicability.

OR

Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work

  • 2 full academic years of progressively higher level graduate education, OR
  • Masters Degree; OR
  • Equivalent graduate degree; OR
  • LL.B. or J.D.

GS 11- Applicant must possess at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector which include: 1) Pre-award contracts related to development of a solicitation; 2) Award of contracts that includes forming a contract; and 3) post-award actions to administer the contract.

OR

Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

  • 3 full academic years of progressively higher level graduate education; OR
  • Ph.D. or equivalent doctoral degree.

ORGANIZATION

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.

Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces. It also allows the Army to expand rapidly in time of war. The industrial base provides world-class equipment and logistics for the Army. Army installations provide the power-projection platforms required to deploy land forces promptly to support combatant commanders. Once those forces are deployed, the institutional Army provides the logistics needed to support them.

Without the institutional Army, the operational Army cannot function. Without the operational Army, the institutional Army has no purpose.
