POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

This is varied skilled work with the responsibility for monitoring and securing compliance of the contractual services performed for the Parks, Golf and Open Space (PGOS) Division to ensure that the contracted services meet City specifications and needs. The position will be responsible for landscape infrastructure related service contracts; including compliance and quality control, budgetary controls and tracking while prioritizing workflow and managing stakeholder feedback. In addition, they will be responsible for protection of PGOS-managed infrastructure by verifying and maintaining large data sets using the City's Geographic Information System (GIS).

This position is responsible for the entire life cycle management of all assigned service contracts to include the development and solicitation of a Request for Proposal, negotiation of terms, contract compliance, billing, budgeting, frequent and ongoing site inspections, quality assurance, and vendor/contract termination when necessary. Assignments and instructions come from the Parks Foreperson with the employee having the responsibility of determining proper work methods, tools, equipment and procedures. Leadership reviews work through ongoing observation, conferences and with the help of contractual controls used to track service contracts.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster offers a bonus of up to $1,500 per year depending on the employee's fluency in Spanish, Hmong, Laotian or American Sign Language.

JOB SPECIFIC FUNCTIONS

Essential Job Functions, Duties, Responsibilities, and Tasks

  • Responsible to supervise one contract services technician

  • Monitors Contractual Maintenance Services Within Parks, Golf, and Open Space Operations to ensure that the services meet City specifications and needs, including:

  • Budgets and monitors all service contract expenditures to ensure that City requirements are met

  • Handles complaints regarding the cleanliness of public landscapes from both staff and citizens

  • Prepares and monitors service maintenance contract specifications

  • Ensures all invoices for contracted services are accurate and submitted on time

  • Prepares Request for Proposal (RFP) and Request for Bids (RFB) documents

  • Works closely with the Parks Foreperson, Administrative Assistant and Parks Superintendent to ensure City standards are met

  • Reviews contractor bids, RFPs, and RFBs and selects contractors to perform work in accordance with City policies

  • Conducts regularly scheduled site inspections to ensure quality assurance

  • Leadership of Parks data sets using the City's Geographic Information System (GIS):

  • Edit data in the ESRI ArcGIS Suite

  • Demonstrate knowledge of GPS processes, software and hardware

  • Communicate GIS concepts and procedures to other GIS users

  • Manages contracts to ensure compliance, verifies that contractors have met goals and have provided required reports and documentation, reviews contracts and resolves differences in areas of non-compliance and addresses other concerns as necessary; problem solves and negotiates desired outcomes as it relates to daily contract management

  • Manages the Parks, Golf and Open Space utility locate program

  • Significant experience in the use of locate equipment, including the ability to train others to work independently on field locating and inspections

  • Ensure compliance with Colorado's OneCall Law

  • Manage review of locate tickets to ensure requestors are complying with City's contactor licensing and permitting requirements

  • Participate in workflows that continually verify City infrastructure is properly documented in ArcGIS

  • Must Possess a valid drivers license, operates a City motor vehicle in a safe and responsible manner including driving in all-weather conditions, as well as possesses or is able to maintain a Class B Driver's License within six (6) months of employment

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

Education, Experience, Skills, Formal Training, Licenses, and Certifications

Required:

  • Graduation from high school or GED
  • Minimum of 10 years' experience in landscape maintenance and construction with at least 3 years of experience in a supervisory role
  • Experience dealing with contract provisions enforcement and the handling of difficulties that may arise in the contractual maintenance of Parks, Golf, and Open Space operations
  • Knowledge and proficiency in use of Microsoft Office Suite, specifically Excel and Word
  • At least 2 years of experience ArcGIS, GIS data management and or asset management systems
  • Must possess a valid drivers license, provide proof of a safe driving record, and maintain a safe driving record for continued employment

Preferred:

  • Graduation from a four-year college or university
  • Strong background in Irrigation installation, operation, maintenance and repair
  • Experience and significant skill in locating utilities and managing a locate program
  • Experience in collaboration and building partnerships

Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.

Physical Requirements

Daily responsibilities include both administrative duties in an office setting as well as driving to City designated contracted sites for quality assurance inspections, meeting with contractors, vendors and staff, and resolving contract related issues. Work is physical in nature and requires sufficient physical stamina and strength for:

  • Occasional sitting to perform daily office tasks and to drive to and from work sites; constant standing and walking indoor and outdoor in all weather conditions over all types of terrain
  • Occasional squatting, bending, kneeling or crawling to perform routine site inspections; climbing of ladders up to ten (45) feet
  • Occasional light grasp and fine manipulation to perform daily office functions; frequent firm grasp and handling to use safely tools and equipment needed for specific jobs
  • Frequent step up/down and actuate mechanism to safely enter/exit and operate vehicles and other equipment
  • Constant near acuity and hearing to perform daily tasks, recognize mechanical and electrical issues and communicate with staff and citizens; occasional far acuity to recognize potential mechanical problems and dangers
  • Occasional lifting of up to twenty (20) pounds from ground to overhead to place equipment and material; frequent carrying of up to twenty (20) pounds on shoulder or around waist; occasional carrying of up to twenty (20) pounds up to thirty (30) feet to move equipment and supplies to work site; occasional push/pulling of up to thirty-five (35) pounds

WORKING CONDITIONS

Work is frequently performed indoors and outdoors with occasional exposure to extreme temperatures. Work is performed throughout the entire City year-round in all weather conditions. On-call and overtime duties are required for emergency situations. Various work assignments are performed with exposure to noise levels that may cause a distraction. Working environment may include small, confined spaces, and working on top of a structure. Exposure to potentially hazardous chemicals such as refrigerants, natural gas, asbestos, lubricants, all types of paint, drain cleaners, anti-freeze, and other chemicals as necessary.

Required Materials and Equipment

¾-ton trucks and vans, large and small equipment, basic hand and shop tools, ladders up to 45 feet in height, shovels, scaffolds, construction materials and supplies, Genie lifts, two-way radios, personal computers and keyboards, iPad, telephones, fax machines and other basic office equipment.

The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.

Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
