Coordinates and administers work involving the review and oversight of various maintenance, professional services, construction, and service contracts to ensure compliance to procedures, rules and regulation, and manage and monitor for compliance with all applicable laws, standards and contract specifications.

Essential Functions

  • Receives requisitions for contract purchases; analyzes and checks for specifications and adherence standards; writes invitations for bids and specifications, road construction and maintenance, and professional services materials.
  • Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; interprets plans and specifications; research plat books as needed; initiates any actions necessary to correct deviations or violations.
  • Consults and provides input to Division management or other officials to review status of professional service and maintenance, and professional services projects, review/resolve problems, receive advice/direction, and provide recommendations.
  • Defines maintenance and professional service needs; determines solutions; reviews plans for compliance with applicable laws, codes and standards.
  • Reviews plans, designs and specifications pertaining to maintenance and professional services projects; develops maps associated with approved maintenance and professional services projects; makes recommendations concerning improvements, modifications and/or other aspects of maintenance and professional services projects.
  • Prepares and administers contract budgets; submits justifications for budget requests; monitors expenditures to ensure compliance with approved budget.
  • Participates in the bidding and contracting of services; prepares bid packages; conducts pre-bid and pre-construction meetings; makes recommendations to Boards regarding selection of vendors and awarding of contracts; compiles language for contracts and specifications packages.
  • Administers and coordinates work performed by consultants, contractors, or other service providers; administers annual maintenance and professional services contracts; monitors work to ensure compliance with terms of contract.
  • Prepares executive summaries for presentation to Board of County Commissioners, Planning Commission, or other officials.
  • Provides technical advice, information, and assistance concerning maintenance and professional services project issues and other issues to contractors, consultants, County staff, public agencies, or others; responds to questions or complaints; assists in resolving maintenance and professional services contract issues or conflicts involving project participants; recommends and/or assists solutions to problems.
  • Coordinate maintenance and professional services contracts with other Divisions, consultants, contractors, sub-contractors, utility companies, state agencies, outside agencies, or others as needed; coordinates with utility engineering staff to identify location of existing utilities.
  • Facilitates the renewal process of Piggybacks and Waivers

ADDITIONAL FUNCTIONS

  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new construction methods, materials, trends, and advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.
  • Monitor inventory of division equipment and supplies; ensures availability of adequate materials to conduct projects and work activities.
  • Maintains files/records of maintenance and professional services contracts, construction drawings, and other divisional records.
  • Performs other related duties as required.

Minimum Qualifications

  • Bachelor's degree required.
  • Three (3) years of related experience.
  • Candidates without a related degree should possess an additional four (4) years of related experience.
  • Fingerprinting required.

Supplemental information

Salary offers above the minimum pay grade may be considered based on qualifications.

Essential Employees may be required to work during an undeclared or declared emergency. The County's Administrative Office will determine who will be required to work on an incident-by-incident basis.
