The Opportunity

The Contingent Workforce Manager is responsible for owning and leading the organization’s contingent workforce strategy, operating model, vendor ecosystem, governance, and compliance framework. This role ensures the business has access to scalable, cost-effective, compliant, and flexible workforce solutions to meet changing business needs, including periods of peak demand, project-based work, specialized skills requirements, and short-term workforce capacity gaps.

The role manages the full contingent workforce ecosystem, including the Managed Service Provider (MSP), Preferred Supplier List (PSL), staffing vendors, consulting partners, and other external workforce providers. The Contingent Workforce Manager is accountable for driving vendor performance, process consistency, compliance, cost control, risk management, and a strong stakeholder experience across the contingent workforce lifecycle.

What you will do?

  • Own and lead the contingent workforce strategy, ensuring it supports business priorities, workforce flexibility, cost management, compliance, and scalability during peak demand periods.
  • Design, implement, and continuously improve the contingent workforce operating model, governance framework, policies, processes, tools and service standards.
  • Own end-to-end contingent workforce processes, including intake, approvals, sourcing, onboarding, assignment management, extensions, rate governance, offboarding, and compliance checks.
  • Manage the overall vendor ecosystem, including Managed Service Provider (MSP), Preferred Supplier List (PSL), staffing agencies, consulting partners, and other contingent workforce providers.
  • Oversee MSP performance, ensuring service delivery, process compliance, stakeholder experience, reporting, and operational outcomes meet agreed expectations.
  • Own PSL governance, including vendor selection, segmentation, performance reviews, rationalization, and alignment to business needs.
  • Establish and monitor vendor performance metrics, including quality of candidates, speed of delivery, fill rates, cost competitiveness, compliance, responsiveness, and stakeholder satisfaction.
  • Partner with business leaders and HRBPs to understand future demand and determine the right mix of contingent labor, external suppliers, and internal workforce options.
  • Establish dashboards and reporting on contingent workforce headcount, spend, tenure, supplier performance, cycle times, compliance, peak demand usage, and workforce trends.
  • Identify risks, process gaps, vendor issues, and compliance concerns, and lead corrective actions to improve governance and control.
  • Lead continuous improvement initiatives to simplify processes, improve system usage, enhance stakeholder experience, and strengthen scalability.
  • Manage and coach the Contingent Workforce Specialist, ensuring clear priorities, accountability, service delivery, and development.

Required Qualifications and Experience

  • Strong (8+ years) experience managing contingent workforce programs, MSP relationships, vendor ecosystems and staffing operations.
  • Proven experience managing MSP performance, PSL governance, supplier performance, vendor reviews, and service delivery metrics.
  • Strong understanding of contingent labor categories, workforce flexibility models, supplier management, commercial governance, and compliance requirements; co-employment risk, tenure management, onboarding controls, data privacy, and contingent workforce compliance.
  • Experience building scalable workforce solutions to support peak demand, project-based hiring or specialized capability requirements.
  • Previous experience with vendor management systems i.e. FieldGlass.
  • Strong stakeholder management and influencing skills.
  • Strong analytical skills, with the ability to interpret workforce data, vendor performance, spend trends, compliance risks, and operational metrics.
  • Excellent project management, communication, negotiation, problem-solving, and process improvement skills.
  • Experience managing or coaching team members.
