NIKA is hiring for a Construction Quality Management (CQM) / Quality Assurance (QA) Support to support our client in Ft. Detrick, Maryland. The role is contingent upon contract award.

Job Description:

  • The Construction Quality Management (CQM) / Quality Assurance (QA) Suport provides full-time onsite support for construction quality management and quality assurance services for the Navy Medical Research Command (NMRC) Biological Defense Research Directorate Building 8400 Envelope Renew and Repair Project located at Fort Detrick, Maryland. This position supports repair, renovation, and modernization projects by ensuring compliance with contract requirements, construction quality standards, safety regulations, and U.S. Army Corps of Engineers (USACE) policies and procedures.

  • Working under the direction of the USACE Contracting Officer (CO) and Contracting Officer's Representative (COR), the CQM/QA Support serves as the Government's technical support representative while operating as an independent contractor. The individual is responsible for reviewing contractor submittals, Requests for Information (RFIs), Requests for Clarification (RFCs), schedules, project plans, specifications, shop drawings, material samples, Requests for Equitable Adjustments (REAs), claims, change orders, modifications, contractor cost proposals, and as-built drawings, providing written evaluations and recommendations to the COR.

  • Primary responsibilities include monitoring contractor performance; identifying deficiencies, delays, and construction issues; recommending corrective actions; evaluating contract compliance; interpreting construction drawings and specifications; reviewing constructability and technical accuracy of design documents; determining the acceptability of construction methods and materials; assisting with contract modifications and claims processing; calculating and recommending contract time extensions; and utilizing the USACE Resident Management System (RMS) to prepare daily reports and required project documentation.

  • The CQM/QA Support performs continual onsite surveillance of construction activities, inspects contractor quality control operations, monitors contract-required testing, conducts monthly safety spot checks, maintains weekly photographic documentation of project progress, assists with punch list development, reviews final as-built drawings, collects warranty documentation, verifies operation and maintenance manuals for mechanical and electrical systems, recommends design modifications, and promotes effective coordination among government personnel, contractors, designers, and project stakeholders.

  • The position is responsible for maintaining comprehensive project records including construction documentation, financial cost accounting records, meeting minutes, drawings, submittals, applications for payment, purchase orders, change orders, proposals, communications, transmittals, and field notes. The representative attends weekly progress meetings with architects, engineers, and contractors, documenting project status, issues, recommendations, and proposed resolutions for the Facility Manager, COR, and Administrative Contracting Officer (ACO).

  • Required deliverables include signed weekly reports summarizing daily construction activities, personnel onsite, work completed and in progress, inspection results, testing documentation, meeting summaries, construction locations, equipment utilized, contractor and subcontractor activities, identified deficiencies, delays, corrective actions, and project progress. Inspection and testing checklists must also be completed and submitted, documenting inspection activities, locations, observations, test results, outcomes, and personnel involved.

  • All work is performed onsite at Fort Detrick, MD. Travel is not anticipated.

  • MUST be US citizen and have ability to obtain security clearance

  • Bachelor's degree (or equivalent combination of education and experience).

  • Minimum of ten (10) years of relevant experience in building construction, renovation, and modernization projects.

  • Experience participating in the U.S. Army Corps of Engineers (USACE) Three-Phase Inspection Process.

  • Experience implementing and complying with USACE EM 385-1-1 Safety and Health Requirements Manual.

  • Must obtain a Construction Quality Management for Contractors (CQM-C) certification within 90 days of onsite start.

  • Must obtain an OSHA 30-Hour Construction Safety certification within 90 days of onsite start.

  • Familiarity with the USACE Safety Management System (CE-SOHMS).

  • Strong knowledge of construction quality management, quality assurance, construction administration, and federal construction contracting.

  • Ability to review and interpret construction drawings, engineering plans, specifications, schedules, contracts, and technical documentation.

  • Experience reviewing submittals, RFIs, RFCs, REAs, claims, change orders, modifications, contractor schedules, and cost proposals.

  • Proficiency using the USACE Resident Management System (RMS) for construction reporting and documentation.

  • Ability to prepare clear technical reports, inspection documentation, meeting summaries, and project recommendations.

  • Experience performing construction inspections, quality control surveillance, safety observations, testing oversight, and punch list verification.

  • Ability to maintain accurate project documentation and construction records.

  • Strong written and verbal communication, analytical, organizational, and problem-solving skills.

  • Ability to coordinate effectively with government personnel, architects, engineers, contractors, subcontractors, and project stakeholders.
