Construction Quality Assurance Inspector

QA/QC Inspector

We are now seeking talented QA/QC Inspectors who will be responsible for ensuring that all earthworks, civil works, and associated activities related to the construction of a large earth dam adhere strictly to project specifications, international standards (e.g., ASTM, ISO), Indonesian national regulations, and approved quality control plans. The incumbent will conduct regular inspections, witness testing, document all findings, and work proactively to prevent and resolve non-conformances, contributing to the overall quality and integrity of the dam structure.

Responsibilities

Safety:

• Complying and updating the site's WSP HSE system requirements and communicating these to colleagues, Client and the Contractor
• Liaises with the site's HSE Manager to determine client compliance requirements for construction/field survey work
• Actively promotes the highest standard of HSE system compliance

Inspection and Monitoring:

• Perform daily inspections of all earthworks activities, including clearing and grubbing, excavation, foundation preparation, fill placement (impervious core, filter zones, shell zones), compaction, and riprap installation.
• Inspect Liner installation and ensuring the construction specification has been complied to.
• Inspect concrete works for spillways, outlet structures, galleries, and other appurtenant structures, ensuring proper formwork, rebar placement, concrete pouring, curing, and finishing.
• Verify the quality of construction materials (soil, aggregates, cement, steel, geotextiles, etc.) upon delivery and before incorporation into the works.
• Monitor the implementation of approved work methodologies and construction sequences.
• Ensure compliance with health, safety, and environmental (HSE) regulations on-site.
• Conducting thorough inspections of materials, processes, and completed work to ensure they meet the required standards.

Testing & Verification:

• Witness and verify field and laboratory testing, including but not limited to:
• • Proctor compaction tests (Modified and Standard)
  • Field density tests (sand cone, nuclear densometer)
  • Permeability tests
  • Grain size analysis, Atterberg limits
  • Concrete slump tests, cylinder casting, and compressive strength testing
  • Material gradations for filters and riprap
• Review test results and compare them against specified requirements.

Documentation & Reporting:

• Maintain accurate and detailed records of all inspections, tests, observations, and non-conformances.
• Prepare daily, weekly, and monthly QA/QC reports summarizing inspection findings, test results, and quality performance.
• Issue Non-Conformance Reports (NCRs) promptly for any deviations from specifications or approved procedures.
• Follow up on corrective and preventive actions (CAPAs) to ensure timely closure of NCRs.
• Maintain a comprehensive filing system for all QA/QC documentation, including test certificates, inspection reports, and project specifications.

Compliance & Standards:

• Ensure all construction activities comply with relevant Indonesian national standards (e.g., SNI), international standards (e.g., ASTM, AASHTO, ISO 9001), and project-specific technical specifications and drawings.
• Understand and interpret engineering drawings, specifications, and quality plans.

Collaboration & Communication:

• Liaise effectively with the construction team, engineers, contractors, and third-party testing agencies.
• Provide guidance and support to site personnel on quality-related matters.
• Participate in site meetings and contribute to discussions on quality improvement.

Qualifications

Qualifications & Experience:

• Education: Bachelor's degree in civil engineering, Geotechnical Engineering, or a related field.
• Experience: Minimum of 5 years of progressive experience as a QA/QC Inspector or Civil Inspector on large-scale infrastructure projects, with at least one year specifically on earth dam construction or significant earthworks projects.

Technical Skills:

• Strong understanding of soil mechanics, geotechnical principles, and compaction techniques relevant to earth dams.
• Proficient in interpreting engineering drawings, specifications, and construction methodologies for earthworks and concrete structures.
• Familiarity with various field and laboratory testing procedures for soils and concrete.
• Knowledge of relevant quality management systems (e.g., ISO 9001).
• Proficiency in using common inspection tools and equipment.
• Fluency in Bahasa Indonesia (written and spoken) is essential.
• Proficiency in English (written and spoken) is highly desirable for technical documentation and communication with international team members/consultants.

Language:
