Position Summary
The Construction Manager / Project Engineer is responsible for planning, coordinating, and executing all construction activities associated with a refinery Wet Gas Scrubber (WGS) project. This role serves as the primary field representative for the owner, ensuring work is executed safely, on schedule, within budget, and in accordance with engineering specifications, refinery standards, and applicable regulatory requirements.
The successful candidate will coordinate contractors, engineering, operations, maintenance, inspection, and commissioning teams throughout all phases of the project, from pre-construction planning through startup and project closeout.

Key Responsibilities
Project Execution
  • Manage day-to-day field construction activities for the Wet Gas Scrubber installation.
  • Coordinate mechanical, piping, structural steel, civil, electrical, instrumentation, and insulation contractors.
  • Monitor construction progress against project schedule and identify recovery plans for potential delays.
  • Ensure construction activities comply with project specifications, IFC drawings, refinery standards, and approved work packages.
  • Support field engineering by resolving construction issues and coordinating engineering clarifications.
  • Review contractor schedules, manpower loading, and productivity.

Construction Management
  • Oversee contractor safety performance and ensure compliance with refinery safety procedures.
  • Conduct daily coordination meetings with contractors and project stakeholders.
  • Review work permits, isolation plans, and outage activities.
  • Coordinate equipment deliveries, heavy lifts, crane activities, and specialty contractors.
  • Verify construction quality through field inspections and documentation reviews.
  • Track construction progress using KPIs and prepare daily and weekly status reports.

Project Engineering
  • Review design packages for constructability.
  • Support Management of Change (MOC) activities.
  • Coordinate Requests for Information (RFIs) between contractors and engineering.
  • Review vendor drawings and installation requirements.
  • Assist with estimating change orders and evaluating contractor claims.
  • Maintain project documentation including drawing revisions, redlines, punch lists, and turnover packages.

Cost & Schedule Control
  • Monitor project budget and forecast construction expenditures.
  • Review contractor invoices and verify completed work.
  • Track schedule milestones and critical path activities.
  • Support earned value reporting and progress measurement.

Commissioning & Startup
  • Coordinate mechanical completion activities.
  • Support pre-startup safety reviews (PSSR).
  • Assist operations during commissioning and startup.
  • Coordinate turnover documentation and system acceptance.
  • Ensure punch list items are completed prior to project closeout.

Safety Responsibilities
  • Promote a zero-incident safety culture.
  • Ensure compliance with OSHA regulations and refinery safety policies.
  • Participate in safety meetings, JSAs, and field audits.
  • Verify contractor adherence to Lockout/Tagout (LOTO), confined space, hot work, and excavation requirements.
  • Immediately address unsafe conditions or behaviors.

Required Qualifications
  • Bachelor's degree in Mechanical Engineering, Civil Engineering, Construction Management, or a related technical field.
  • Equivalent combination of education and refinery construction experience may be considered.
  • 7+ years of refinery, petrochemical, or heavy industrial construction experience.
  • Experience managing capital projects ranging from $5M to $100M+.
  • Experience with refinery process equipment and piping systems.
  • Strong understanding of refinery construction practices and contractor management.

Preferred Qualifications
  • Experience with Wet Gas Scrubber projects, FCC units, sulfur recovery units, or major process unit upgrades.
  • Experience with owner-side capital projects.
  • Previous refinery turnaround experience.
  • Working knowledge of API, ASME, ANSI, and OSHA standards.
  • Experience with Management of Change (MOC) processes.
