Position Description

To successfully complete any job/duty deemed necessary by Supervisor or his/her Designee.

Successful applicants must be at least 20 years old, insurable by the County's insurance carrier, pass a criminal and motor vehicle background check and will be subject to a pre-employment drug test and physical.

Essential Job Functions

  • Assist with Highway Management plan as directed.
  • May approve routes for overweight and oversized vehicles traveling thru Baldwin County ensuring the safety of the County Road and Bridge System.
  • Communicate with contractors regarding Highway Department Projects.
  • Performs typing and filing of correspondence and records.
  • Perform basic surveying skills such as operating levels and level rods, chains and tapes.
  • May perform road inspections.
  • Serve as "Project Inspector" or "Project Engineer" for construction projects.
  • May assist in bridge safety inspections.
  • May calculate and prepare monthly estimates and final documentation for various construction projects.
  • Ensure ADEM regulations are met on projects.
  • Perform material testing for projects.
  • Assist with management of Asphalt Placement and Pavement Preservation Programs, as needed.
  • May assist with personnel management, as needed.
  • Perform material testing.

Education and Experience

  • Five (5) years' experience in civil field of engineering required.
  • Valid driver's license and be insurable by the County's insurance standards.
  • Certified Traffic Control Inspector preferred.
  • Certified Concrete Technician required.
  • Certified Roadway Technician required.
  • Qualified Credentialed Inspector (QCI) required.
  • Certified Level 1 Asphalt Technician preferred.
  • Certified Bridge Inspector preferred.
  • Traffic Signal Inspector preferred.
  • Acquire additional certifications as needed.

Other Characteristics

  • Willingness to work overtime and non-standard hours as required.
  • Required to wear uniforms as directed by Assistant County Engineer.

Knowledge, Skills, and Abilities

  • Knowledge of ArcGIS and ArcMap.
  • Knowledge of ArcGIS database manipulation.
  • Knowledge of Munis or equivalent database.
  • Knowledge of Microsoft PowerPoint to put together presentations.
  • Knowledge of civil engineering practices and their applications to road maintenance.
  • Knowledge of deed research and county software that is applicable.

Physical Characteristics

  • See well enough to read fine print and numbers accurately and without transposition.
  • Hear well enough to respond to verbal communication and to use the telephone.
  • Speak well enough to communicate effectively with supervisors, co-workers, and the general public.
  • Body movement to bend, stoop and move about.
  • Manual dexterity to write and type.
  • Must be able to lift up to 50 lbs.
  • Ability to stand all day and work outdoors all day at all times of year.
  • Ability and awareness to work within live traffic.
